The decision was made to settle a controversy sparked by the district’s lack of clear policy on what constitutes senior status for a student. Jack Earl Foster, 35, of Route 1, was charged with assault and battery with intent to kill, Sprouse said. Sprouse said Foster was reportedly driving a van belonging to Leona M. Cash of the same address. Cash went to get her van, got into it to drive off. A shot was fire through the windshield, spraying pellets and glass into her face, the detective said.
