The Spartanburg County
Democratic Party wants to block
the June 12 County Council
primary until the issue of single-
member districts is settled.
The change to single member
districts, approved in a March 13
referendum, is being reviewed by
the Justice Department to ensure
it does not violate the voting
rights of minorities.
The Democrats wonder why the
county should run a primary
when’the districts may change

implemented a two-year budget
which included a 6% salary
increase and funding for Basic
Education, Dr. Causby
explained. The local school
districts planned for these funds
and now the state claims a budget
shortfall and therefore, inability
to meet them, he said.

has been passed but without
appropriations, will cost $40
million to implement
differentiated salary plans, he
