Polk County Sheriff’s Deputy
Chuck Edwards said Wednesday
that the death of Ben Taylor, 17,
of Overlook Circle on Melrose
Mountain in Tryon is still under
investigation by his department
and the state Bureau of
Investigation.
Sheriff Boyce Carswell said
Taylor’s body, discovered
Tuesday, has been sent to Chapel
Hill for an autopsy.

Democratic challenger Harvey
Gantt had quite different
reactions to the visit of Nelson
Mandela in Washington Tuesday.
Gantt said he sees Mandela as
a freedom fighter in the same
spirit as Patrick Henry, George
Washington and Thomas
Jefferson.
Helms, who didn’t attend
Mandela’s speech, said
Mandela’s African National
Congress includes Marxists, and
has refused to renounce violence.
He said, in fact, the ANC has
tortured and murdered blacks in
South Africa.
Mandela was the first black
person who was not a head of
state to be invited to address

Psychologist Joins
Local Agency Staff
Rutherford-Polk Mental
Health, Mental Retardation and
Substance Abuse program
recently welcomed a new Staff
Psychologist II.
Gordon Wells, M.A., joined the
staff on June 1. He took this
position after vacating a similar
position in New Bern, North
Carolina where he worked for the
past two-and-a-half years.
Mr. Wells originally did his
graduate training in clinical
psychology at Morehead State
University in Kentucky. He then
stayed in the eastern part of that
state working on his internship
and gathering additional
experience in a rural community
mental health setting. His
undergraduate training was
received through Albright
College in Reading, Pa., where he

Polk Landfill Fees
Ruled Unconstitutional
The landfill fees approved as
part of Polk County’s 1990-91
budget are unconstitutional and
the county is back to “square
one,” County Manager Steven D.
Wyatt said Wednesday morning.
Wyatt filled in for Solid Waste
Manager David Draughn as the
speaker at a Tryon Thermal Belt
Chamber of Commerce coffee-
get-together.
He told the approximately 50
business people gathered at
George’s Restaurant & More that
the flat-fee schedule adopted by
the county “goes beyond the
constitutional authority of the
State of North Carolina.”
The fees are “essentially
uncollectable,” Wyatt said. He
learned this after Sen. Bob
Carpenter wrote him this week
regarding special legislation
Polk County had sought allowing
it to enforce collection of the fees.
Carpenter enclosed a memo
from Senate legal counsel
describing the constitutional
issues involved and outlining
several legal options the county
might pursue.
Wyatt said the Board of
Commissioners planned to meet
again Friday morning. He said at
that time he and Draughn would
present a plan to install a $25,000
scale at the landfill and begin
charging all trash haulers by
weight as they enter.
