include a few sample pages from
the Bulletin in his upcoming

Communication
To the Editor:
I have just read a letter in your
esteemed publication from Mal
Parks who tells us that Polk
County had the highest tax
increase — 14‘at — of all 100
North Carolina counties for the
1990-91 fiscal year and that 32
counties had a tax rate less than
the Polk tax rate of 60* 2 . He does
not mention that it must follow
that 68 counties had the same or a
higher tax rate.
I have no quarrel with Mr.
Parks’ figures, it’s just that they
are immaterial. I could care less
how we stack up against counties
in a state with overall low
property taxes. What I care about
is how we stack up against
counties in other states and I am
overjoyed with the knowledge
that we pay very low property
taxes when compared to most
other counties in most other
states. I have paid property taxes
in Virginia, Minnesota, and
Massachusetts. When I think
about those rates. I laugh all the
way to the tax office, particularly
when I know that my money is
being used to support our
schools, a first-rate sheriff's
department, and many other
services that we take for granted.
Why am I jumping on Mr.
Parks' letter? Well, there are two
reasons: First of all. the next
time the School Board asks for
something “frivolous” like
money for a teacher or for books
or for repairs to a furnace,
someone is going to quote his
