In the study of international
relations, political scientists
distinguish between nations and
states. A "nation" is a group of
people with cultural ties. A
"state" is a set of artificial
boundaries.
All over the globe, small con
flicts are erupting where nations
feel they are not recognized
correctly by the political system
of the state. Look at the Cro-
ations, the Kurds, the Catholic
Irish, the blacks in South
Africa. The list is long.
The same analysis is useful in
looking at Lake Lanier and Polk
County. For generations this
has been a clear example of one
community, call it a small
"nation", which is divided by
artificial boundaries. And prob
lems are just now arising, not
due to the people, but due to
those boundaries.
Exploiting those artificial
boundaries in the supposed
name of some altruistic drive
for frugality, the Association of
County Taxpayers has begun to
jerk the tail of a political system
which responds quite well to
monied interests. But will the
system also respond to the

Tryon Approves
Noise, Sight
Nuisance Ordinances
Abandoned junk cars and
noise pollution soon will not
be tolerated in Tryon following
town council action Monday.
The Tryon Town Council
voted unanimously to adopt an
ordinance "providing for the
removal and disposition of
abandoned, nuisance and
junked motor vehicles" effec
tive Jan. 1.
The ordinance provides a
practical solution to dealing
with junked vehicles on private
property, explained Mayor
Robert Neely. Judicial prece
dence now allows a monetary
value to be placed on urban
attractiveness and aesthetic
appearance, he said.
"I like this ordinance. It gives
us some teeth to address a
problem we've danced around
far too long," said councilman
Warren Carson who is credited
with the ordinance's conception.
Town manager Matthew
Dolge will notify owners of all
identified junk cars to inform
them of the ordinance and its
effective enforcement date.
Once notice is given, owners
arc given no less than seven
days and no more than 14 days
to remove the identified vehicle.
If after 14 days the vehicle has
not been removed, the town will
guarantee the costs of removal
and storage by a private com
pany and that cost will be a lien
against the owner's property,

Question Of "Slob
Hunters" Dominates
Firearms Hearing
No one disagreed at Monday's
public hearing on Polk County's
proposed firearms safety ordi
nance that some hunters are
acting irresponsibly.
But most of the audience
packed into the Polk County
courthouse Monday did ques
tion whether additional laws are
needed to address the problem.
After the hearing, the board of
commissioners held a first
reading on a firearms safety
ordinance to replace the one it
passed in August.
The hearing was to consider
that replacement ordinance,
which could be passed at the
commissioners next meeting
Jan. 6.
The new ordinance was pro
posed by State Wildlife Officer
Johnny Blanton. It removes all
wording about firing a gun
when the shooter reasonably
believes his shot will fall within
certain distances of residences
and cars, and simply says it is
illegal "to discharge a firearm ..
in such a manner as to allow the
shot... to fall on" cars and
houses.
While less restrictive, Blan
ton's proposal was still too
restrictive for most of those
present, but Kevin Thompson
said he felt Blanton's proposal
was the "lesser of two evils."

Edwards To Undergo
Surgery Today
Polk County commissioner
John Edwards was to undergo
prostate surgery today at the
VA Medical Center in Ashev
ille.
Edwards missed Monday's
board meeting and was repor
tedly in the hospital undergoing
tests. His wife, Edith, said he
has had prostate gland problems
in the past.
A VA hospital spokesperson
said there are no phones in the
patients' rooms. The hospital
address, however, is 1100
Tunnel Road, Asheville, N C

Bird Count
