St. Ltu- CONVICTS BURfE!) ALIVE A TZSHEBL2 SIDE OF PRISOIf LITE nr cmix "What m Visitor to tb M3IodeP PenU tentlary at Kanttajro Saw Pun tab tnent Worse Than Death. Writing from Santiago de Chile to the Washington Star, Fannie II. Ward aaya: One of the institutions of thia famous capital to which tbe citizens point with pride Is their model penitentiary. It U an enormdu structure of red brick-a rare building material ia these parti, the bouses being universally; of stone or adobe, covered with grayish plaster surrounded by a massive wall of the tune, oa which soldiers are continually facing to and fro. Tbe visitor hardly nows whether to be most impressed by tbe Immensity of tbe concern, It being Dearly large enough to hold tho entire population, iu scrupulous cleanli Dees or the dead silence that prevails, as unbroken as if there were Dot a living creatu -e with la a hundred miles, though at present there are about 2000 human beings Inside the walls. Ia this splendid "model" building there are slimy, noisome cells where day light never enters, ia which human beings are literally buried alive. Having heard of them we requested to be shown one of these cells. The gentlemanly Super intended denied there were any such and abowod us tbe interior of two or three twilight cells, which, he said, were the worst ia tbe penitentiary and de signed for those condemned to solitary confinement.' Dut we knew better, and later oa the judicious investment of a dollar induced a subordinate to give us a glimpse of what we came to see. Un der the maAMTe arches of the enormously thick wslls, where perpetual twilight reigns even ia the outide rooms, are in ner cells, two feet wide by six feet long, destitute of a single article of furniture. Until recently those confined ia them were walled in, tbe bricks being cemented In place over tbe living tomb. Now there ia a thick iron door, which Is se curely nailed up, then fastened all around with huge clamps, exactly as vaults are closed in tbe Santiago cemetery , and over all the great red seal of tbe Govern rnent is placed not to be removed until tbe man is dead or his sentence has ex pired. Tbe tiny grated window is cot ered by several thicknesses of closely I wovea wire nettiog, making dense dark I oess ieaide, so that tbe prisoner cannot I tell night from day. There is do ven- I and do opening whatever to the torab. I Tyi Hnvn In tho run tinrr rlrun tntha ground. Is a tiny sliding panel, a foot long by two or three inches wide, arranged like a double drawer, so that food and water may be slipped ia oa shallow pans and the refuse returned. Twice in every twenty-four hours this panel is operated, sod if the food remains untouched a certaio Dumber of dsjs it is known the man is dead, and only then can his door be opened unless his time has expired. If the food is not eaten for -only two or three days oo attention is paid to it, for the prisoner mar be shammine: bnt be yond a given length of time he cannot live without eating. Not the faintest sound nor glimmer of light penetrates thefo awful walls. Ia j the same clothes he goes in, unwashed, uncombed, without even a blanket or handful of straw to lie on, be languishes ia eiekne, lives or dies, with no means of making bia condition known to those outside. He may count the . lagging hours, sleep, rave, curc, pray, long for death, dash bis brains out, go mad if he likes nobody knows it. He is dead to tbe world, and buried, though living. Six months is the usual sentence, and until lately two years has been tbe limit. They told us that but ooe man has ever been known to live a year, nud the ma jority do not outlast tbe second month. Those that survive the six months are almost invariably driveling idiots or dangerous mauiacs. The door is always opened at night, wbeu tho sentence has expired, because ia his enfeebled condition after long darkness the glare of day would be torture if not death. They expect to find the wretch stone blind, emaciated to the last degree, un able to stand, batr and beard grown long and white as snow, nails like talon?, and garments rot ton with mold. One ma a of education nod refinement kept himself in tolerable condition through his half year of solitary conGue ment by means of a handful of melon seeds. Aa he was going in somebody gave bim part of a muskmelon. St ran go to aay it was not takea from him and be carefully ho r Jed the seeds, which he put to a variety of ingenious mcs. With them and reckoning from the number of times the food pan slid ia and out be con trived to keep track of the number of days of his incarceration; he invented games of solitaire,' which he played thousand of times ia the darkness, and to vary the dreadful mouotooy he would throw away the precious handful and grope around on bis hands and knees until they were all rc-collectcd. lie says that to those little seeds alone he is in debted for bis almost miraculous escape from insanity, idiocy or death. Oa the day of our visit to tbe Santi ago penitentiary there was one man ia solitary confinement, under two years sentence, whose time bad expired witb- io seven weeks. It was the only case oa record and a marvel to all who were ac quainted with it. A great deal of specu latioa is rife as to what tbe poor wretch will be like wbea the door is opened, if he manages to exist so long blind no doubt and hopelessly ruined ia health and intellect, if he does not die of the shock of liberation.
