J he zentlei Hertford propxwea lo amend the striking out that clause which allows the company to mortgage the road and its ap purtenances to the amount of 520 thousand doHors, by inserting and then to com pel the company to eipciid thin atnouat in repairing the road between Wilmington and the N'euse Hirer. ' He propoeei in the se cond place, to strike put that portion of the Bill which gives the priority to this' mort gage, and wishes the State to hold on as hst mortgagee.- Ami b projoae thirdly, to amend by preventing the three hundred thousand being transferred from the WiL. rnington and Kaleigh RmII Road Co. to the Wilmington and Manchester Co. Sir, what do these amendments amount to? It must be apparent to every one, that if carried, they will virtually defeat the whole object and purpose of the Bill. Now Mr. Speak er, why this effort to break down our Road north of the Ncuae River1? Certainly good .reason directs us to an inference, it will be recollected tLat the Wilxauigton Road was chartered to come to this place, and notwithstanding the industry and en terprize of our citizens proposed to bring it here, they were met in a very unwelcome spirit. Did the citizens of this place arid the adjoining districts take stock in thw Road? No sir! the v not onlv refused to encourage us by engaging in the'enterprize, but actually resorted to means to thwart our purpose of constructing the work. What course did a high public spirit dictate to us under these circumstances ? Certainly not to thrust our works of improvement upon those Who were using their greatest efforts to defeat thein. We sought aoo thcr direc tion ; we found these kindred spirits : those who appreciated our moveiucuta, and were willing lo hazard their means in the enter prize. The result is that reaches to Wrldon our load; now What other means were resorted lo m order lo break down our Road ? Why sir from a selfish feejing, known. only to have actuated them, they aucceeded in construc ting a road from ibis place to Giteion ; known aa the Raleigh and (juston Rail Road, as a nral to ours lhev hare been defeated in their expectations, and ruined by their own game, and are using these efforts I li compel us to relinquish a portion of our! Road and oblige us to bnnjr tt to this plao. to enhance the ralue of their Kond. Is this fair and just ; would this be acting in good faith townrds the stockhol' rs in the northern part of our Hoad r. w sir, the gentleman from Hertford d--rl .iins any thtng like personal interest in the matter, and denies that he is oi Kwing :ne interest of Wilmington. The gemlun .ivsays that he has been de:io -ccd us b -longing to the central clique ; central junt, anJ as oppos ed to the interest of W'lr tington.
