Improvement in the good Old Nonh Stale, 1 herewith furnish you with but a faint analguis of an able speech dehvered by htm on tte jubject raferrtd to. I am afrnitf 1 shall not do hiar justice, as I am but a poorAand to report a speech ; Ho spoke to tbt people of Caintuck, on 8nturday the 13th inttttM: it wis iheir riay of muster, and I assure you there was a goodly nuntber present ; and I will ven ture to assert, that there will not be found, hereafter, three men in (hat district opposed to Internal Improvements I remarked to him that it was rrfy Intention to furniah a sketch of his remarks for publication, I wits truly delig-h'.ed ; I would walk twenty miles to hear such a speech. He ably por trayed the character of our citizens; the loas of many of our most gifted sons on account of the sucidal policy that had been heretofore pursued in our State, as respects Internal Improvement, and clearly demonstrated, to the satisfaction of his hearers, that the great worVtn a cause o noble, that hud been carried oat by the last Legislature, would TOaJce our -beloved Wil mington what overy patriot in oar midst tieutres ; a populous and floorishing City. Wrong irnpressienr were made, not with the design, however, of injuring Mr. Wil liams, as to his course in the last Legisla ture. They were disposed not to condemn wjhont hearing his defence, and excep tions were not taken in the first place, only by a very few id that Distrist. You are aware, till recently, very little has been said to the people upon Internal Improvements Politics, to the injury of nearer and dearer interests, have been too much discussed by public prints, and it is not to be wondered avt that the great advantages of Internal Improvement, in North Carolina ; (bunded upon a liberal and enlightened patriotism, should be generally so little understood by the mass of the people, who have not the means of knowing and viewing North Carolina as she really is ; and if We only had View such men as. Mr. Williams to rebuke tns spirit of deinagogueism, and lay facta properly and fairly before the people, we would not have persons here or elsewhere opposing the true interests of North Caro lina. It was a great day for old Caintuck.
