fighting to maintain control
of his restaurant, Staley's
Northside, since he inherited
it from the late Lawrence
Staley in 1973. But his fight
is coming to a dismal pass,
not because he is a poor
businessman, but he' says,
because "I am a businessman
who happens to be
black." He has been notified

The city Board of
Alderman's public safety
committee Tuesday night
approved a new procedure
for hearing citizen's com
plaints against city employees.
,
. The new procedure had '
been hotly contested particularly
by members of the city
police and fire department
who felt that the new
procedure would be unfair to
them and open departmental
matters to public scrutiny.
After the procedure was
approved, City Manager,
Orville Powell informed the
committee that the new

In the new procedure, a
citizen with a complaint who
has not been satisfied
through regular channels
must give a "written sworn
statement" to the proper
aldermanic committee.
The fervor over the new
procedure that existed only a few
weeks ago , was not
exhibited Tuesday night.
Only a handful of public
safety officials attended the
meeting, and none of them
voiced any opposition.

said he had to pay all their

and Northside. Wiseman
said he finally got clear last
October.
Because he was paying off
his debts, Wiseman got , 1

He said that when he
asked for a lease, he was

would have to leave.
Wiseman has been operating
on a month-to-month
basis without a lease since
Staley's old lease ran out
near the end of_l975. Last
week he received official
notice to vacate by Jan. 31.
