ADVERTISEMENT FOR BIDS PROJECT: Maintenance Garage for Winston-Sa lem Fire Department TIME: 2:00 p.m. Wed nesday October 12, 1977 PLACE: Room 215, City Hall, Winston-Salem, N.C. 27102 Sealed proposals for the construction of the above- named project will be accepted at the place and until the time shown above; and, immediately thereafter, publicly o- pened and read. The proposal shall provide for the furnishings of ail labor, materials, insur ance and equipment necessary for completing the specific requirements of each contract. Propo sals received after the time and date specified above will not be considered. Separate proposals will be accepted for considera tion of the award of the contract for the followint contract for the following type work: General Construction Plumbing Electrical This project is a new facility for maintenance of fire department vehicles with permanent masonry structure of brick, con crete masonry units, and precast concrete roof structure housing major vehicle lift, minor vehicle lift, maintenance appara tus, and machinery parts and tool storage, as well as ancillary facilities for human needs which include toilet, shower and office space, Materials of construction will be low maintenance such as face brick, ceramic tile, sealed concrete and polyester wall glaze finish. The structure will be 60 X 60 containing two 20 x 60 repair bays that will be fully equipped with mod ern repair equipment, including grease separa tors and old oil recovery tanks. Heating and cool ing will be electric. Complete drawings, specifications, and con tract documents will be available for inspection at the address below: City-County Purchasing Department 120 West Third Street Winston-Salem, N.C. A complete set of documents may be ob tained, by those qualified and who will make a bid, upon placing a deposit of $ Ten & No/100 Dollars ($10.00). The full deposit will be returned to those submitting bona fide proposals, provided the plans and specifications are returned to the proper authority in good condi tion and within five days after the date set for receiving bids. (Sub-con tractors who desire sets of plans for their own use will be charged cost of reproduction and hand ling.) Each proposal shall be accompanied by a cash deposit or a certified check on some bank or trust company insured by the Federal Deposit In surance Corporation in an amount equal to not less than 5% of the proposal, or in lieu thereof, a bidder may offer a bid bond executed by a corporate surety licensed under the laws of North Carolna to execute such bonds, conditioned that the surety will upon demand forthwith make payment to the obligee upon said bond if the bidder fails to execute the contract, in accordance with the bid bond, and upon failure to forthwith make payment, the surety shall pay to the obligee an amount equal to the amount of said bid bond. The deposit shall be retained if the successful bidder fails to execute the contract within 10 days after the award or fails to give satisfactory surety as required herein. All contractors are hereby notified that they must have proper license under the state laws governing their respective trades at time of submit ting the bid. Considera tion will be given only to bids of contractors who submit evidence showing that they are properly licensed to bid and perform the work de scribed herein under an "Act to Regulate the Practice of General Con tracting" ratified by the General Assembly of North Carolina on March 10; 1925, and subsequent ly amended. Wage rates paid for labor must be less than the prevailing area wages as determined by the Secretary of Labor, pur suant to the provisions of the Davis-Bacon Act wage decision applicable for the project location. All contractors are hereby notified that they must agree to expand at least 10 per cent 'of the contract, if awarded, for bona fide minority busi ness enterprises and that they will conform to the Equal Opportunity clause (Executive Ordfer 11 246, 30 Fed. Reg. 12319 {1%5) of the Civil Rights Act of 1964 (42 use 2000d). Each bidder contractor or subcontractor Is hereby notified that they must fully comply with the requirements, terms and conditions of the Local Public Works Grant pro jects, Greensboro-Win- ston-Salem-High Point, North Carolina area Af firmative Action Plan, including the goals for minority manpower utili zation as to each construc tive trade it intends to use on this construction con tract. Copies of the Affirmative Action Plan are available in the City/County Purchasing Department, 120 West Third Street, Winston-Sa lem, North Carolina. Bids may be held by the owner for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualification of bidders prior to awarding of the contract. No bid may be withdrawn after the sche duled closing time for the receipt of bids. Performance bonds and labor and materials pay ment bonds will be required in the amount of One Hundred Per Cent (100%) of the contract price. Bonds shall be in conformance with North Carolina General Statute, Article 3, Chapter 44A. Payments will be made on the basis of Ninety Per Cent (90%) of monthly estimates, and final pay ment shall be made upon completion and accept ance of the work. Work must begin with ten days after the receipt of written notice from the City to proceed and executed with all due speed until completed.
