mental Impact Statement under the National Environmental
Policy Act of 1969 (PL 91-190).
The reasons for such decision not to prepare such
Statement are as follows:
(1) The project is limited to rehabilitation of residential
property through a combination of low interest loan and new
homeowner grant incentives, minor site improvements,
landscaping and sidewalk repair.
(2) The project will not affect any National Register of
Historic Places properties or properties that have been
determined to be eligible for the register, while it may
promote preservation of neighborhood houses of architectural
or historic note yet to be documented.
(3) The possibility of displacement of lower income
residents is an unpredictable indirect negative effect,
believed to be of relatively small dimensions since the
neighborhood already has a mix of income groups. The
possibility of this negative effect is outweighted by the direct
positive effects of the proposed conservation.
(4) The proposed project activities neither meet nor surpass
the Environmental thresholds set by HDD or the City of
Winston-Salem.

project has been made by the above-named City which

promote preservation of neighborhood houses of architectural

(1) The project will acquire and clear 17 structures and
relocate a maximum of 33 families into better housing. The
proposed activities, as such, are limited in scope and
intensity.
(2) Positive benefits will accrure to current residents who
will be assisted in finding and paying for standard housing in
a better environment.
(3) The residential pocket on 121/2 Street will be removed,
thereby eliminating incompatible mixed uses in the
predominantly industrial area. This result is compatible with
the Comprehensive Plan and the General Development
Guide.,
(4) The proposed project activities neither meet nor surpass
the environmental thresholds set by HUD or the City of
Winston-Salem.

The City of Winston-Salem will undertake the project(s)
described above with Block Grant funds from the U.S.
Department of Housing and Urban Development (HUD),
under Title of the Housing and Community Development Act
of 1974. The City of Winston-Salem is certifying to HUD that
the City of Winston-Salem and chief executive officer Orville
W. Powell, City Manager, in his official capacity as City
Manager, consents to accept the jurisdiction of the Federal
courts if an action is brought to enforce responsibilities in
relation to environmental reviews, decision making, and
action; and that these responsibilities have been satisfied.
The legal effect of the certification is that upon its approval,
the City of Winston-Salem may use the Block Grant funds,
and HUD will have satisfied its responsibilities under the
National Environmental Policy Act of 1969. HUD will accept
an objection to its approval of the release of funds and
acceptance of the certification only if it is on one of the
following bases:
(a) that the certification was not in fact executed by the
chief executive officer of the applicant; or
(b) that the applicant's environmental review board for the
project indicates omission of a required decision, finding, or
step applicable to the project in the environmental review
process.
Objections must be prepared and submitted in accordance
with the required procedure (24 CFR Part 58). and may be
addressed to HUD at Area Director Greensboro Area Office
Department of Housing and Urban Development 415 N.
Edgeworth Street Greensboro, North Carolina 27401.
Objections to the release of funds on bases other than those
stated will not be considered by HUD. No objection received
after May 2, 1978, will be considered by HUD.
