Womble of Winston-Salem joined with city officials from throughout the nation recently for a national meeting on problems and opportunities facing cities and towns in 1984 and beyond. me outn Congress ol Cities, the five-day annual meeting of the National League of Cities, is the largest gathering of I municipal leaders. This year's meeting, built around a theme of "City Leadership in a Changing I World," examined the way that people's lifestyles, | workplaces and career opportunities are changing, v and how governments at all levels are involved in and affected by those changes. ? More than 4,500 local -government leaders attend-^ ed this year's meeting. Aside from the workshops and training sessions, the delegates also completed the annual review of the NLC's National Municipal Policy. That document is reviewed each year by policy committees of city officials and brought before the full NLC membership for final approval. It will be the basis for NLC's urban policy agenda and priorities in the 1984 presidential and congressional campaigns. NLC President Charles Royer, mayor of Seattle, addressed the opening general session and reported on the state of the cities. He said cities generally have been slower to recover from the recession. and many face continuing problems with economic recovery because of fiscal constraints and infrastructure needs. Other major speakers at the Congress of Cities included Elizabeth Dole, secretary of transportation, Samuel R. Pierce, secretary for housing and urban development, Coretta Scott King, businessman Peter r . Peterson, authors Robert u Reich and Neal Pierce, and I the chief economist of the New York Stock Exchange, Dr. William Freund. I Drug Abuse I RALEIGH - Gov. James B. Alcohol and drug abuse results in more than a billion dollars in lost productivity each year in North Carolina, according to Steve Hicks, deputy director of Alcohol and Drug Ijr Services for the North II Carolina Department of II Human Resources. K "Alcoholism and drug addiction is an extremely I serious health problem in North Carolina and across the nation," Hicks said. "In addition to lost job productivity, this abuse has ^ a direct bearing on crime and mental illn#*v? hut tK* greatest loss is in human and wasted lives." He said that alcohol and I drug professionals are especially concerned about the amount of drinking and use of illegal drugs among young people.
