Scaled proposals will be received b> the City/County utility
Commission acting for and on behalf of the City of WinstonSalem,
North Carolina until 2:00 p.m., on Tuesday, the 6th day of
March, 1984, for furnishing materials, equipment, and labor and
constructing waterworks improvements. Proposals may be mailed
to the City/County Purchasing Agent, P.O. Box 2511, WinstonSalem,
North Carolina 27102. Maijedproposals are subject to the
same requirements as hand delivered ones in order to be opened.
All proposals properly prepared and properly submitted will be
opened and publicly read in Room 215 at the City hall at 2:00
p.m.., on Tuesday, the 6th day of March 1984.
Compliance with the City of Winston-Salem MBE / WBE
Business Enterprise Program is required on this project. Please
note the scheduling of a prc-bid conference on page 6 and special
instructions concerning the program on pages 18a through 18d.
The work contemplated saill include the construction of two (2)
booster pumping stations, complete with all equipment and in
strumentation. Separate proposals will be received for the following

Business Development Corporation, 701 East market Street,

Plans and specifications including contract documents mas be
obtained from the Engineer at Durham, N.C. upon payment of
S120.00 for the first set and $60.00 for any additional sets desired.
The $120.00 payment for the first set will be refunded to those who
submit bona fide bids on the work directly to the Commission.
Payment for the first set should be made by a separate check from
payment for additional sets.
All payments, for plans and specifications, which are not
refunded will be turned over to the Commission to cover the cost
of printing'.
Attention is called to the "Special Notice" relating to North
Carolina Sales Tax immediately following the "Copy of Advertisement
for Bids".
Public laws of the State of North Carolina regulate the practice

by the Federal Deposit Insurance Corporation, in an amount

All proposals which arc not accepted within 30 days after the
public opening shall be deemed rejected, and the deposit shall be
returned to the bidder!
In Lieu of the cash deposit metioned above, the bidder may file
a bid bond in the same amount executed by a corporate surety
authorized to execute such bonds in North Carolina and conditioned
as provided by G.S. 143-129. Such a bond will be executed in
the form provided in the contract documents, and the bonding
company \ agent\ Power of Attorney will be attached to the page
provided thereof.
A performance of not less than 100 percent of the amount of the
bid shall be required for the faithful performance of the contract,
the payment for materials and labor, to indemnify the Commission
against loss, and to save the Commission harmless from any
and all liability arising out of or in connection with the performance
or fulfillment of the cont ract or from the negligence or any
other act of omission on the part of the contractor; premiums to be
paid by the contractor.
The surety must be a substantial surety company satisfactory to
the commission and authorized by law to do business in the State
of North Carolina.
The Commission reserves the right to reject any or all bids and
to award the work separately or as a whole should they deem it to
