be received by the stated hour ol opening or they will be returned

The project-is to be financed in part by a giant from the
Evironmental. Protection Agency and will be referred to as Project
No. 070399-1 I
The work contemplated includes approximately * 110 manholes.
37.700 feet of 42" or 54". 260 feel of 48". and 7.560 feet of 36"
sewer pipe. 5 tunnel crossings ol state roads, and three major creek
crossings.
Plans and specifications are on file lor inspection w ith the Director
ol Public orks at the City Hall in \\ inston-Salem, N.C.; with
the Tnginecrs at Durham and V\ mston-Salem, N.C.; at the Dodge
Plan Rooms in Raleigh. Greensboro and Charlotte, N.C.; and at
offices of the associated General Contractors in Raleigh, Triad.

Plans and specifications including contract documents may be
obtained from W . M Pia11 and Company at Durham, N.C. upon
payment ol $150.(X) for the first set and $"'5.00 for any additional
sets desired. The S150.IX) payment made for the first set will be
refunded to those who submit bona fide bids on the work directly
to the Commission -Payment for the first set should be-made by a
separate check from payment for additional sets. .
Material suppliers desiring full sets of plans for preparing proposals
to bidding Contractors may obtain them for $75.00 which is
not refundable.
Checks for plans and specifications should be made payable to
the City County Utility Commission. Winston-Salem Forsyth
County, N.C.
AH payments which are not refunded will be turned over to the
Commission to cover the cbsi ot punting.
Attention is called to the "Special Notice" relating to North
C arolina Sales Tax immediately following the "Copy of Advertisement
for bids".
Procurement will be subject to the regulations contained in 40
CI R Part 33. published May 12. 1982.

The bidder will appoint if company executive to assume the
responsibility for the implementation ot such requirements, terms
and conditions.
Bidders must comply with Title VI of the Civil Rights Act oi
1964, The Davis-Bacon Act, the Ann-Kickback Act, and the Contract
Work Hours Standards Act.
Bidders must comply with the Departmet of I abor Safety andHealth
Regulations for construction promulgated under the Occupational
Salety and Health Act of 1970 (PI 91-596) and undet
Sec. 107 ot the Contract Work Hours and Safety Standards Act
(PI 91-54).
Consideration will be given only to bids of contractors who submit
evidence showing that they are licensed under "An Act to
Regulate the Practice of General Contracting," ratified by the
General Assembly of North Carolina on March 2?. 1937, when
such Act is applicable. Qualitications of bidders to do the work
proposed will be submitted with each proposal. Local, State, and
Federal laws and codes will be adhered to.
Fach proposal shall be accompanied with a deposit ot cash,
cashier's check, or a certified check on some bank ot turst company
insured by the Federal Deposit Insurance Corporation in an
amount equal to not less than five percent of the proposal. Checks
will be made payable to the City County Utility Commission.
In lieu of the above cash deposit or check, the bidder may execute
a bid bond for the same amount and in the form provided,
attaching bonding company's agent's Power of Attorney to the
page provided iherefor.
Bids will be opened in public and read in ihe presence of those
interested, but the right is reserved to waive informalities. After
bids are opened, they shall be evaluated in accordance vvuh the
methods and criteria set forth in the bidding document. Unless all
bids are rejected, award shall be made to the low. responsible bidder.
No bidder may withdrew a bid within 60 days after the opening.
Bid protest regulations will be as set forth in 40 CFR 35.939, a
copy of which is included in the specifications.
