Andre's charm and wit have made him a favorite of many people. "He's such a charming boy and a good example of how United Way money can be used to someone's potential," Geni Smith of United Way said. 44He sort of represents the spirit of United Way." Judy Freeman, director of the Children's Center, said that Andre's family has been a driving force behind him. "You couldn't find a more lovely family who cooperates with what we have tried to do at the Children's Center," Mrs. Freeman said. "They are so supportive and care so much about Andre." Despite a few learning problems brought on by his condition, Mrs. Freeman said that she believes that Andre, with his personality and talent, will end up doing a lot of different things in life. "He's a typical child," she said. "He gets in scuffles with the best of them. He's just a normal youngster who happens to have a few limitations. But he won't let these limitations stop him." Andre's mother, Gwen Fulp, had two words to describe her son -- "a mess." "Andre has brought so much joy to my life," she said. "He iust nuts a smile vour face. He can be mischievous, but I wouldn't take nothing for him." Mrs. Fulp described her son as very independent. He does household chores like making up his bed and folding clothes, she said. "Andre detests the word handicap," she said. "He says, 4I can do anything anybody else can do.* " Mrs. Fulp said that she is employed at R.J. Reynolds Tobacco Co., and her husband, George, works in research and development at RJR Nabisco. Andre has three brothers, George Fulp III, 26, Barry, 25, and Bryan, 16. "I call him my angel," Mrs. Fulp said. "But he's spoiled to death." The angel may have to work a little harder for his wings.
