PaaeA2 Winston-Salem Chromcle Thursday, July 28, 1988 PEOPLE ON THE MOVE Tate elected to Bar Association's board of governors David Kirk Tate, senior coun sel and assistant secretary of R.J. Reynolds Tobacco Co., has been elected to the board of governors of the North Carolina Bar Association. His term will expire in June 1991. Founded in 1899, the N.C. Bar Association is the largest voluntary legal organization in North Caroli na. Its membership of 8,000 attor neys represents about 80 percent of the practicing attorneys in the state. J. Fred Acree Acree elected banking officer at Wachovia Tate joined RJR in 1977 as an assistant counsel and was promoted to associate counsel in 1979. He was promoted to counsel, corporate and commercial, in 1982 and was appointed assistant secretary in 1984. He was promoted to senior counsel in 1986. J. Frederick Acree has been elected banking officer in the Win ston-Salem offices of Wachovia Bank and Trust. Acree is manager of the Twin City office. He is a native of Augusta, Ga., and a graduate of Morehouse Col lege in Atlanta. Throughout his career, Tate has been active in numerous profession al and civic organizations. He has served on the board of directors of Legal Services of North Carolina, the Selective Service Appeal Board and the Vietnam Veterans Leader ship Program of North Carolina. He has also served on several Dukakis foreign poiicy hits South Africa, apartheid, sanctions ATLANTA - Democratic nom inee Michael Dukakis, out to forge unity and concessions with Jesse Jackson supporters, has adopted a foreign policy which a top aide promises will reverse the Reagan administration's "constructive engagement" with the South African minority regime. Issues Director Chris Edley, a ranking black in the Dukakis cam paign, insisted that tough sanctions, support of the southern Africa front line states and a cut-off of funding to the South African-backed Angolan group, UNITA, would be high on the Dukakis administra tion's foreign policy agenda. During an interview at the Dukakis campaign headquarters at the Hyatt- Regency Hotel here, Edley also maintained that Namib ian independence and resolution of the African debt crisis are the Democratic nominee's two immedi ate priorities. "There are the issues that African nations themselves have identified at the top of their list," noted Edley. "Governor Dukakis believes that we are to press as effectively as we can for compli ance with the United Nations Reso lution (435) governing Namibia independence...Our hope would be ; that we could move towards a nego tiated solution, not only over the status of Namibia, but over trying to bring some measure of peace and stability throughout the region." Namibia, a neighboring country which South Africa occupies in defiance of international law, is used by the Botha government to launch raids into Angola. Jesse Jackson has called for the isolation of South Africa, pushing the issue of apartheid's destabilization to the forefront of the presidential cam paign. Edley, a Harvard law professor on leave, refuted claims that Dukakis was forced to toughen his position because of Jackson's uncompromising stand on South Africa as a terrorist state. "My perception is that Dukakis has not changed his views at all as a result of what Jackson is doing," Edley offered. "I think what Rev. Jackson has been able to do is focus the mind of the public on the issue. In a way that has demonstrated tremendous leadership and has been valuable.” In a sharp departure from the Reagan-Bush administration, Edley vowed that Dukakis would resolve the question of Namibia, sanctions and other issues related to southern Africa in the frameworks of the international community. "Dukakis is strongly on record in favor of increasing U.S. econom ic sanctions against South Africa. A second immediate change between a Dukakis and Bush administration would be that Dukakis will throw efforts behind the UN to rally world opinion against South Africa. Instead of vetoing resolutions in the Security Council, we ought to be leading the effort to enact interna tional sanctions," MBDA clients obtain record $1 biiiion in contracts in fiscal '87 Black- and other minority- owned business clients of the U.S. Department of Commerce's Minori- ■ ty business Development Agency (MBDA) received a record $1 bil lion in contract awards during fiscal year 1987, the agency announced today. According to MBDA's annual performance report, more than 16,000 minority business clients obtained nearly 5,000 contracts from government and private sources valued at more than $1 bil lion. ment and technical assistance to clients; assisted the start of 480 new minority-owned firms; and helped clients obtain financing totaling $610 million. Assistance was provided to 4,185 clients for expansion purpos es, 2,024 were assisted to avoid fail ure, and 3,654 were assisted to start new businesses, of which 480 became operational during fiscal year 1987. "This is the first time in the agency's 19-year history that minor ity business clients assisted by our program have received over $1 bil lion in contracts," said MBDA Director James H. Richardson Gon zales. "We are delighted with the results of our agency's performance in fiscal '87. We definitely expect this positive trend to continue." Thirty-three percent of total clients were located in California, Texas and New York. Sixty-four percent of the clients were operating minority- owned businesses with 118,055 paid employees, according to the MBDA report. Clients are assisted by MBDA-funded minority business development centers located across the country. The centers are operat ed by for-profit and non-profit busi ness development organizations. In fiscal year 1987, the centers provided 231,263 hours of manage- Black business clients repre- , sented 49 percent of total clients receiving management and techni cal assistance, 46 percent of financ ing awards, and 52 percent of con tract awards. Hispanic business clients totaled 26 percent of clients receiving management and techni cal assistance, 32 percent of financ ing awards, and 25 percent of con tract awards. Twenty percent of all clients receiving management and technical assistance were female. Other groups’assisted include American Indians and Asian Ameri cans.
