Gov. Douglas Wilder Wilder's records wanted . , Gov. L. Douglas Wilder's office will argue in an appeal to the Virginia Supreme Court that his telephone records are exempt from the disclosure requirements of; the state's freedom of informa tion law. The state's high court said Friday it would hear the gover nor's appeal. Wilder's office is appealing Richmond Circuit Judge James B.; Wilkinson's ruling in Novem ber that the bills are subject to public inspection. The Daily Progress in Charlottesville had filed a freedom of information ! lawsuit seeking to see the records. Wilder's office said the dis closure requirements violate the constitutional separation of pow ers between the legislative and executive branches. His officc says the General Assembly has no power to pass a freedom of information act bind ing on the executive branch. The executive branch includes state agencies and appointed boards and commissions as well as the governor's office. The newspaper sued Wilder aide Richard D. Taylor in Octo ber after the governor's office denied the newspaper's Aug. 28 request to see entire phone bills for its investigation of spending in the governor's office. Before June, Wilder's office had shared the complete bills with the public, a policy practiced by previous governors and currently practiced by the lieutenant governor. On June 29, the governor's office began limiting public access to the bills by disclosing only the cover sheets of office phone bills for January through April. A cover sheet indicates how much the office paid for long distance telephone calls, but not the numbers dialed or the cost or duration ofeach call. David B. Beach, clerk of the Virginia Supreme Court, said Friday that the appeal will proba bly be heard in June. Alexander Wellford, the newspaper's attor ney, said a fall hearing is more likely. Medid Park Hospital Woodruff elected to chair Red Cross Board By PATRICIA SM1TH-DEERING Community News Editor Mazie Woodruff, Forsyth County commissioner, was elect ed chairman of the board of the Northwest North Carolina Chap ter of the American Red Cross at the annual meeting held Wednes day, Mar. 13. Woodruff, one of two African-Americans to win terms as county commissioners i n last year's election, will serve a three-year term as board chair man for the Red Cross. Other members of the board of directors and officers elected are: Mick Pryor, vice-chairman; Steve Jones, treasurer; Betty Alexander, secretary; and Norma Hullihan, chairman of volunteers. All officers will serve three-year terms. Receiving the award for Direct Service Volunteer of the Year was Guy Hamlin. Penny Bradshaw was named Leadership Mazie Woodruff Volunteer of the Year. The Chair man's Award was presented to WXII-TV 12 for their support of Red Cross programs. The Northwest North Caroli na Chapter of the Red Cross serves Davie, Forsyth, Yadkin, and Stokes counties. WSSU scholarships being offered to Southern women The Lettie Pate Whitehead Foundation in Georgia has award ed Winston-Salem State Universi ty a $36,000 grant for need-based scholarships for 1991-92. The scholarships are restrict ed to women who live in Alaba ma, Florida, Georgia, Louisiana, Mississippi, North Carolina, South Carolina, Tennessee, and Virginia.
