Fifth Street, during a program to celebrate the anniversary of the Bill ofRights. The program, "The Bill of Rights: Past, Present, Future: Forsyth County, N.C?, 1991," will ifcke place in the auditorium of the library this coming Friday, Oct 25 at8p.5T , ~ Other guest speakers on the program will be Rhoda B. Billings, president of the North Carolina Bar Association; J. "This is the last year of a four year cycle of remembering how the Constitution came into being and its various stages of ratification," said Noffsinger in a recent inter- . view. This year's program focuses on the Bill of Rights and Noffsinger says that's because of the fact that The Bill of Rights was added and ratified in December of 1791.? He said, "Our county commit tee has chosen to have this final event of commemoration that would center on that theme, because this is the year of the 200th < anniversary of the ratification of the Bill of Rights." Blue was chosen as the keynote speaker not only because of his expertise in politics, but also because of the committee's effort to involve more minorities in its pro grams. "Our idea m having Speaker Blue was that he was eminently qualified to speak on the subject, and that it would be a most fitting thing for him to do because we've tried to do everything we could to bring the community together/ explained Noffsinger. The commemoration of the Constitution began back in 1987 after the Forsyth Committee for the Constitution's Bicentennial was formed by Barbara Anderson, the research librarian at the main pub liciibraryr ? ? ? Noffsinger credits Anderson for all of the programs sponsored by the Committee, in relation to the Constitution's bicentennial. At Friday's program, members of the audienfe will have the opportunity to participate in an open discussion on the Bill of Rights -with Blue and the other guest speakers.
