Through Duke Power's Com munity Challenge Heating Fund, the company will match funds raised by area community service organiza tions to pay winter fuel bills for families whose need is the greatest. "For every S3 raised, Duke's shareholders will contribute $1 ... with the company's total contribu tion reaching $325,000,* said Paul F. Briggs, vice president, Winston Salem Area, at Duke Power. Money raised through the pro gram will help to pay for residential heating, including electric heat, nat ural gas, oil, wood or kerosene. In addition to the Community Challenge Heating Fund, Duke Power has already committed $400,000 in matching funds through its Share the Warmth Program, which matches contributions from individual customers, dollar-for-dol lar, up to $25 per customer. Last year, this program raised more than $1 million. Help for low-income families In 1975, Congress created the earned income credit designed to offset the regressive impact that Social Security payroll taxes have on low-income, working families. For many it is an incentive to work and earn income. This credit is paid to low income families just like a tax refund. It can mean cash back for working families even if they do not have to pay any federal income -taxes at alt. Working parents alsfr can arrange to receive the earned income credit over the course of the year in their regular pay checks. For 1991, families are eligible if at least one member has worked at some time during the year. The maximum credit for 1991 is $1,200 unless you have had a child born in 1991 and/or if you have had costs for health insurance for the child, it could be higher. To be eligible, a family must have an income of less than $21,250 for 1991. For 1991, eligible families will have to file a separate tax form called Schedule EIC and attach il to their tax return in order to receive any benefits. Since 1990, legislation has increased the earned income credit for working families earning between $6,000 and $13,000 and $1,000 as a minimum.
