A Performance Bond and Labor and Materials Payment
Bond will be required of the successful bidder in any amount
equal to 100% of tfie Contract price.
Each proposal shall be accompanied by a cash deposit or a
certified check on some bank or trust company insured by
the Federal Deposit insurance Corporation in an amount
equal to not less than 5% of the proposal, or in lieu thereof, a
bidder may offer a bid bond executed by a corporate surety
licensed under the laws of North Carolina to execute such
bonds, conditioned that the surety will upon demand forth
with make payment to the obligee upon said bond if the bid
der fails to execute the contract in accordance with the bid
bond, and upon failure to forthwith make payment, the surety
shall pay to the obligee an amount equal to the amount of
said bid bond The deposit shall be retained if the successful
bidder fails to execute the contract within 10 days after
award or fails to give satisfactory surety as required herein.
The Owner reserves the right to reject any and all bids, or to
accept the lowest legal bid deemed in the best interest of the
Owner, and to determine low bidder in case of tie bids.
Payment to the contractor will be made on the basis of ninety
percent (90%) of monthly estimates and final payment made

Will implement program of service delivery and coordinate program of resident services and resident
upward mobility. Implement and supervise special projects, coordinate fund raising activities supporting

assistance. Develop new programs and training of council officers, prepare budgets and maintain fiscal

HOUSING MANAGER
Will conduct inspections, assist in tenant functions, collection of rents and oversee the general well-being of
the development. Plan and implement programs to meet needs of the community. Review work orders to
determine if and what charges should be paid by resident. Meet with residents, agencies and employees to
assess attitudes leading toward general improvement of community. Oversee fiscal accounts and other
administrative functions. Oversee utility record Oversee preparation of court papers, evictions; present
cases in court. Assist in counseling residents on matters such as housekeeping, rent delinquencies,
backcharges and disputes.. Perform lease orientations for move-ins. Evaluate personnel actions of employ
ees; and perform related work as required. Must have minimum of three years expenence in property man
agement of large family developments, knowledge of HUD regulations and requirements and of local hous
ing codes and court proceedings. Should have Bachelor's Degree in Housing Management. Business or
Public Administration or equivalent combination of education or expenence. and must be Certified Property
Manager or be able to obtain this cenificauon within one year. Real Estate License advantageous. Starting
salary is S28.800.
HOUSING SPECIALIST
Will provide services to the Housing Manager such as composing and typing correspondence. Establish and
maintain files for records and reports Serve as recepuonist, and answer questions about HAWS policies and
procedures. Manage the community office in absence of manager. Sort and distribute mail, receive and
check rent, maintain up-to-date records on move-ins and move-outs, and balance rent roll with tenant ledger.
Will work with Tenant Selection for rent determination and notification to resident of any changes, work
with work orders. Maintain records of maintenance charges. Prepare reports, maintain utility records, pre
pare court papers. Assist in annual recertificauons. including mailing notificauon letters, preparing files and
following up on venfication. Secure and maintain records on tenants and provide assistance to residents as
necessary. Perform related work as required. Four-year degree in Housing Management, Business Admin
istration. Public Administration or equivalent combination of education and experience. Two years voca
tional training in secretanal science, office management, bookkeeping, accounting or equivalent. Must have
two - three years experience in housing management or equivalent and must have knowledge of local hous
ing codes, civil and cnminal codes. Starting salary is $1 8.400.
RECEPTIONIST /TECHNICIAN
Will perform vanety of statistical, clencal and administrative duties in support of various programs for Scat
tered Sites and Development. Duties require the exercise of judgment in the application of prescribed pro
cedures and methods to rouUne matters. Will perform a variety of typing assign menu including letters,
memos, forms, etc. Will receive visitors and serve as recepuonist. forwarding calls to proper location. Will
maintain accurate filing system, process mail and perform related duties as required. Must be high school
graduate with secretarial training or an equivalent combination of education and expenence. Must have 6 -
