The Work will require approximately: Renovation of interior
spaces, construction of an elevator and an exterior bridge.
The Owner shall not open any bids unless it receives al least
three competitive bids from reputable and qualified Contrac
tors regularly engaged in their respective lines of endeavor
and unless the Owner receives a bid from at least one Gen
eral Contractor under the Multiple Prime system.
Each Single Prime bid shall identify the subcontractors ktentv
lied by the General Contractor to perform the other three
maior subdivisions or branches of the work and each of the
respective subcontractor's bid prices tor these branches of the
work.
If the amount bid by a subcontractor to the General Contrac
tor under the Single Prime system exceeds the amount bid by
the subcontractor to the Owner under the Multiple Prime sys
tem in violation of G.S. 143-128, the General Contractor and
Owner shall have the right to accept the amount submitted by
the subcontractor under the Multiple Prime system as the sub
contractor's bid to m General Contractor under the Single
Prime system and to reduce the General Contractor's bid
under the Single Prime system by the amount of the differ
ence between the two different bids submitted by the subcon
tractor
Each contractor must provide to the Owner an affidavit that It
has made a good-faith effort to recruit historically underused
businesses (HUB) vendors required pursuant to G.S. 143
128(F). Failure to file the affidavit is grounds tor the refection
of the bid.
If a General Contractor is bidding both as a Single Prime Con
tractor and as a Prime Contractor in the Multiple Prime cate
gory. he must submit bids on the separate terms furnished by
the Architect (bound in Specifications) and in separate
envelopes Bidders should dearly indicate on the oubside of
the bid envelope which contract(s) they are bidding.
All contractors are hereby notified that they must have proper
license under the state laws governing their respective trades
Each proposal shall be accompanied by a cash deposit or a
certified check drawn on some bank or trust company. Insured
by the Federal Deposit Insurance Corporation, of an amount
equal to not less than five percent (5%) of the proposal, or in
lieu thereof a Bidder may offer a bid bond of five percent (5%)
of the bid executed by a surety company licensed under the
laws of North Carolina to execute the contract in accordance
with the bid bond. Said deposit shall be retained by the Owner
as liquidated damages in event of failure of the successful Bid
ders) to execute the contract within ten (10) days after the
award or to give satisfactory surety as required by law
The successful Bidder(s) shall furnish a performance bond
and a payment bond each of One hundred percent (100%) of
the contract price covering the faithful performance of the
Contract(s)
