TOMLINSON ELEMENTARY SCHOOL
Sealed Bids addressed to the Guilford County Board of Education for the Renovations of Tomlinson
Elementary School located at 700 Chestnut Street High Point, NC 27262, will be received at the
District's Purchasing Office at 900 English Road, High Point, NC 27262. Bids will received accord
ing to the following schedule:
Technology Cabling Subcontractor Bidders until 2:00 pm, Tuesday, March 12, 2002
MultirPrime Bidders until 3:00 pm, Tuesday, March 12, 2002
Single Prime Bidders until 4:00 pm, Tuesday, March 12, 2002
All Multi-Prime Proposals shall be logged in and held until 5:00pm. After receipt of the Single Prime
Bids, all Bids received will be opened and r^ad publicly.

Notice: These bids are being solicited under Section 1, G.S. 143-128 (dl) - [House Bill 1327] -
approved by the General Assembly of North Carolina on 9/11/98.
Project: The project consists of approxinygtely 35,000 sq. ft. of existing classroom space. Work
includes technology and air conditioning for the entire school. A new 5000 sq. ft addition,<yrith
new elevator and exit stairs are planned. O
A Pre-Bid Conference will be held on Wednesday. February 27 at 3:00 pm at the project site, same
address. Questions from the Bidders or their Subcontractors will be clarified at this meeting. All
Bidders are encouraged to attend.

Qualified Prime Contractors may obtain a set of Construction Documents for bidding, throughlhe
architect, upon the deposit of two hundred fifty dollars ($250.00).. Send checks to LDS/Telesis. at
3000 RDU Center Drive. Suite 119. Morrisville. NC 27560. Phone 919-840-9300. Checks must be
made out the "Guilford County Schools". After receipt of deposit, plans and project manuals can
be picked up at Duncan Parnell. The full deposit will be returned to Prime Bidders submitting a bona
fide proposal, provided plans and specifications are returned, to the architect, in good usable condi
tion within 10 days after the scheduled bid receipt date and time. After 10 days, the Bid Document
deposit will be forfeited. Refundable deposits are applicable to Prime Contract Bidders only.
Complete plans, specifications and contract documents will also be open for inspection in the offices
of the Associate General Contractors, Carolinas Branch of Greensboro, Raleigh and Charlotte; in the
offices of F. W. Dodge Corporation, Greensboro, Raleigh and Charlotte, North Carolina; and will be
placed with Construction Market Data in Charlotte and Raleigh, MWBE City of Greensboro Plan
Room, Raleigh/Durham Minority Business Development Center, Valley Construction News in
Roanoke, and Minority Contractors Resource Center in Charlotte.
All Contractors must have proper license in accordance with state laws governing their respective
trades in accordance with General Statutes of North Carolina Chapter 87. General Statutes of North

All contractors bidding Guilford County Schools Work must have satisfactorily completed at least 3
school projects of comparable size and scope in North Carolina and must have been licensed in North
Carolina for a period of at least 5 years in the discipline for which the bid is being submitted. Upon
request by the Owner, the contractor must submit an AIA A305 "Contractor Pre-qualification
Statement" for verification of these requirements.
Bids must be submitted on the standard forms provided by the Architect, and marked to identify the
type of Prime Contract bid. Bidders shall use complete sets of Bid Documents to prepare Bids.
Neither the Owner nor Architect assumes responsibility for errors or misinterpretations resulting
from the use of incomplete Bid Document sets.
Minority owned and women owned businesses are encouraged to submit bids for this construction
project. The Guilford County Board of Education awards public contracts without regard to race,
religion, color, creed, national origin, sex, age or handicapping condition as defined by North
Carolina General Statutes, Section 168A-3.
A Bid Security of five percent (5%) of the bid in cash, certified check, or a fully executed Bid Bond
shall accompany each proposal. Th'e Owner shall retain the Bid Security if the successful bidder fails
to execute the contract within ten (10) days after award or fails to give satisfactory surety as required
herein. (General Statutes of North Carolina. Chapter 143, Article 8, Section 129.)

Bids.may not be withdrawn within 60 days after the scheduled bid date and time, except as provid

The Owner reserves the right to accept or reject any or all Bids, and to waive informalities.
Award of Bids: The Owner reserves the right |as allowed by House Bill 1327) to award a con
tract to a single prime bidder even if the bid is higher that the combined low separate bids.
All bidders shall note that the Architect shall answer only questions that are submitted in writing and
faxed or mailed to Architect's office.
