The Railroad Commission Issues Two Important Orders. Tbe State Railroad Commission haa issued tlie following orders: Circular No. 51 provides that "On and after March 16, 1895, the follow ing changes in the tariff of the South ern Express Company will be in effect: The maximum charge per one hund red pounds, over one mile and not -over twenty-five miles, on shipments classified merchandise and classes is, C and D, shall not exceed a rate of 30 cents per one hundred pounds. This is a reduction of ten cents on tne hundred, the rate now being 40 cents. It includes all kinds of shipments. Circular :No. 52 reads as follows: "The j'ollowing rule is adopted by the Eailroad Commission to take effect on and after March 16th, 1896, and to be added to rules governing the transpor tation of freights by the- Southern Ex press Company: On all shipments of freight oiiginating and terminating in this State, vhich shall pass over the whole or portions of two or more roads not under the Fame control, the maxi mum rates charged shall not be greater than the sums .of the local rates on finch freights less ten per cent, for the distance baulded over each road." Moonshiners Threaten the Life of an Old 31 an in Yadkin. Revenue officers have been operat ing in Yadkin county this week. Moon shiners placed a coffin at the front doc-r of an old man named Leonard, whom they believed reported them, with a note which read as follows: "After five, days dwelling in this place, yon will bo stored away in this." Mr. Leonard sava he will not leave his home. He keeps well armed and trou ble is feared if the moonshiners make an attack on the old man. Aslttd to Resign. The investigation of the colored A. 'and M. College at Greensboro has been completed. The committee found that the charges were not sustained by the eviderif-e; but while this is true, owing to the friction uliieh exists be tween tho officers, Dr. Dellinger and Dr. Crosby are recommended to resign with the close of thi term, as, on ac count of the other matters of less im portance, ihi ir retention after the end of the present section would not be ad visablo for the best interests of this institution. Both Dr. Crosbv and Dr Dellinger agreed in this decision and stated that thev had no intention of appearing for re election next year. Sales One-Fourth More. Washington, president of the Industrial Institute, Tuskogee, Ala., has Issued a call for the annual negro conference to meet in that place on March 5th and Gth. The object of the first day's conference will be to qt ot s the call "to hear from the lips of ref r seniaiives of the masses of the colored people themselves the facts as to their pres ent industrial, educational and religious con dition, and to have suggestions from the col ored people themselves as to tha proper rem edies for present evils. The meeting on the 6th of March will be a workers' conference, composed of represent atives from the different negro organisations and institutions in the South. These confer, enees have taken place annually for several years, and about 25 to SO institutions have been usually represented. In the Senate Wednesday Mr. Woloott, of Colorado, chairman of the postofUce com mittee, reported a Mil to ; revent the sending through the mails by any departmen of the government, of mailer weighing more than four pounds, except written or printed matter, Mr. Carter, of Montana, offered a resolu tion to recommit to the finance committee the House tariff biil and the committee amendment and gave notica that he would address the Senate upon it next Mouday. Mr. Dingley called up the bill introduced by bim and unanimously reported by the committee, on ways and means, relating to the fur seal i dustry. It directs tho Presi dents to enter into negotiations with the governments of Great Britain, Bussla or Japan, or either of them, for the appoint ment of a joint committee to investigate the iurseai industry in all Its bearings, und to report what, if any additional, regula tions are necessary for tho preservation of the fur seal herd. " It also provides for the establishment of a modus vivendi between the several governments under the findings oi the Faris tribunal of 1S93, respecting tho protection of the seals, with a proviso that if this modus vivendi be not concluded in time to govern the season of 1898. tho Secretary of the Treasury is diree ed to kill every seal that can be reached on the Priblov Islands, and sell tha skins for the benefit of the J. reasury.
