Resolved by the Senate and House of Representative of the United States of America in Congress assembled, (two-thirds of both Houses concurring,) That the fol lowing article be proposed to the legisla tures of the several States, as an amend ment to the Constitution of the United states, which, when ratified by three-fourths of said legislatures, shall be valid as part of the Constitution, namely : ABTICLE 14. Section 1. All persons horn or naturaliz ed in the Utiitud Si.ue.s aud Subject to the ju isdictiou thereof, are citixcns of the United Mates aud of the State wherein they reside. No State .-hall make or en force any law which shall abridge the priv ileges or immunities of citisens of the Uni- ! d States ; nor shall any State deprive any persou of life, liberty, or property without due process of law, uor deuy to any persou within its jurisdiction the equal protect ion of the laws.
