Point con ference of the Division of Superin tendents of the North Carolina Ed ucation Association is published in The Daily Record for the interest of sports fans. The regulations are to go into effect on July 1, 1052, under the supervision of the State Depart ment of Public Instruction. D. H, Conley, superintendent of Pitt County Schools, is president of the superintendent's division. A. B. Gibson, superintendent of Lau rinburg schools and president of the NCEA, headed a three-man committee that drew up the reg ulations. 1. All schools must, if they par ticipate in any lni-rscholasttc sports program, conform the follow ing eligibility requirements: a. If a resident, previous term, a player must have been in at tendance at his present school or unit, 80 per cent of the term and secured passing grades on a “min imum load" of scholastic courses. b. If a non-resident of district (unit) a player must have attend ed his present school or unit 15 per cent of the two most recent terms and secured passing grades on a “minimum load" of .xjholasttc courses at the end of the each • term. c. A player must have been in attendance for at least 60 per cent of the previous terrfl at an apt proved high school, or in case of a - first year student, in an approved elementary school. d. A player must secure passing grades on at least three courses each term. At least one of these courses must be an academic sub ject. • e. A student, upon entering grade 9, is eligible for competition on high school athletic teams only during the succeeding eight consec utive semesters or terms for 90 \ days each. f. No student may participate I in high School athletic contests who is 19 years of age before July 1 of, the flscfel school year: g. No student may participate in school contests after graduation or after being eligible for graduation from high school h. No student who has enrolled in a college, or who has signed a * contract for professional play, mil be eligible for high school com petition. I Any student Who has parti cipated in an all-star game is in eligible for further participation in that particular sport. 2. No more than one regularly scheduled football, two baseball, two basketball games, two tennis and two golf matches per week may be played except for regul arly scheduled games postponed for emergency reasons. It is strongly recommended that girls’ basketball games be limited to oiib a week. 4. Limit the season’s games to 10 including practice games or scrim mage with other schools in foot ball, twenty basketball games af ter December I and twenty base ball. No spring football. 5. Soccer, track, wrestling, swim ming and other Interscholastic sports shall be -limited to one meet, game or match per week. No Box ing. 6. No xames shall be played before schodf opens or after school closes unless school opening is un avoidably delayed. 7. »No post season games except county, conference, or state play offs. No regional or state champ ionship games for glVls. 8. Trips that involve overnight travel and out of state carries are strongly discouraged unless g-*o graphic conditions require such travel in order to facilitate parti cipation between schools -of com- J.parable size. 9. No tournaments or games spon sored by organizations- or individ uals other than bona fide public schools may be entered. • - 10. No more than two tourna ments a year may be entered in any one sport. Girls Are limited to participation in one tournament. 11. Coaches must be certificated teachers who are bona ridi members of the school faculty, or practice teachers. 13. It Is recommended chat girls teams be coached by women teach ers and required that a woman teacher accompany the team on ail trips and be present when games are played. IS. All players must receive a medical examination within the 30 days period prior to the beginning' | of praette; in any sport. 14. Players must receive a medi , cal examination prior to his or her return to play or practice follow ing a serious injury or illness. 15. It is recommended that play ers be covered by adequate medical and accident insurance and that medical aid be immediately avail : able at all games involving body contact. 16. Practice In any sport may not start before August J 5 or two weeks prior to the regular term opening of schools. 17. Tournament play shall be lim ited to three days in any week and there shall be one day at least between successive contests played by a- team. ULilntarßchool championship .competition for boys and girls in grades one through eiglit is strong ly opposed and it is recommended that this practice be discontinued. It is also recommended that- inter city, intercommunity and Inter school championship games between teams composed of elementary < school age children sponsored by community organizations be dis couraged In every way possible. 19. Violations of any of the above regulations would forfeit the rights of the school to participate In in terscholastic athletics for a given : period of time to be determined by the Executive Committee. 1 20, Section One There shall -be an Executive Com- : mittee of 11 members composed of four superintendents; three prin- • chiles; two coaches and two rep resentatives from the North Caro lina Department of Public Instruc- < tlon. Section Two That the president of the Div ision of Superintendents shall ap point four members of said Divis- 1 ’ioh; that the president of the Div ision of Principals of the NCEA : shall appoint two members of said Division; that the president of the North Carolina Teachers Associa tion shall appoint one (1) mem- i ber of said Division; that the pres- ! Ident of the N. C. Coaches Assoc iation shall appoint one member i of the Said divison; that the .Coach es Association of the North Caro lina Teachers Association shall ap point one member of said division. Section Three The term of office of the mem bers of the Executive Committee shall be as follows: a. Appointments by the president of the Division of Superintendents 2 for 1 year 1 for 2 years I for 3 years b. Appointment from the Divis ion of Principals NCEA 1 for 3 years I for 3 years c. Appointments from N. C. Coaches Association (white) 1 for 1 year d. Appointments for Coaches As sociation (negro) 1 for 3 years e. Appointments from N. C. De partment of Public Instruction I for 1 year 1 for 2 years Section Four The Initial appointment shall be made On or before May I, 1951, for terms beginning July 1, 1952. All appointments for expired terms shall be for a period of ten years.
