policies must be put forth in
the context of an overall plan
with explicit goals and time
tables for reducing unemploy

The Unites States does not
have and has never had a
long-range, consistent and hu
mane urban policy. To contin
ue that deficiency would be, in
the words of the CBD, “an
unmitigated disater for black
Americans...the future of
American cities...other mino
rities and the poor (who) are
- critically intertwined.”
Futhermore, the CBD and
their supporters “see no sub
stitute for a sustained, well
planned and massive attack-a
a domestic Marshall Plan
which, over the next 10 years
will strengthen and re-make
our cities and metropolitian
areas.” To bring about the
needed changes on a scale
which can reverse the present

attention” to urban housing.

welfare standards in the most
"distressed cities: hardest hit
by inflation and unemploy
ment, providing incentives to
encourage trade-offs and co

redevelopment.
The special attention needed
in the area of housing is sum
marized in points four and five
of the sub-issue or urban hous
ing which says, “it must be the
clear goal of policy and pro
grams to provide subsidies for
lower-income persons" and
strengthen and expand” fede
ral and state housing commu
nity development legislation
to increase accedss of minori
ty and low-income residents to
decent housing in urban and
suburban areas...”
