To contin ue that deficiency would be, in the words of the CBD, “an unmitigated disater for black Americans...the future of American cities...other mino rities and the poor (who) are - critically intertwined.” Futhermore, the CBD and their supporters “see no sub stitute for a sustained, well planned and massive attack-a a domestic Marshall Plan which, over the next 10 years will strengthen and re-make our cities and metropolitian areas.” To bring about the needed changes on a scale which can reverse the present trednd, the Caucus’ issue pa per, or urban policy calls for a 10-point programplus “special attention” to urban housing.
