The highlight of Johnson C.
Smith University's four-day
homecoming activiUes was
the dedication on Friday of the
Inez Moore Parker Archives
and Research Center.
Ms. Parker, who was chair
person of the University's En
glish Department for 25 years,
officially retired three years
ago when she began to develop
the center with the enthuastic
support of the 110-year institu
tion's administration, alumni
and friends.
A 25-year old white Dallas,
N.C., policeman was harassed
and forced to resign from his
job for "race-tainted reasons,
according to the Law Enforce
ment Assistance Administra
tion (LEAA).
LEAA, a federal agency
that provides financial sup
port for law enforcement, re
portedly said the officer lost
his job because he associated
with blacks and in particular
that he dated a black woman.
LEAA has threatened to cut
off its funding if the officer is
not reinstated with back pay.
A While House Task Force
on civil rights reorganization
has recommended that 18 a
gencies involved in employ
ment discrimination be merg
ed into one large commission.
However, a growing number
of federal government depart
ments and agencies are oppos
ing the plan with the argument
that their effort would become
fragmented and less efficient.

A federal judge has ruled
that minority-hiring quotas
approved by Congress for pu
blic works projects are uncon
stitutional. The ruling is de
signed to affect only projects
approved after Oct. 31, 1977.
However, most of the (4 billion
