REV. JAMES BARNETT ...Coalition chairman With Discrimination-— Equal Rights Croups Charge Channel 36 -, Eileen Hanson Special To the Poet Can a TV station with no black or women at decision making levels adequately re - present the Charlotte commu nity? A coalition of equal rights organization says no, and thus is calling on the Federal Com munication Commission to revoke the license of Channel 36 ( WRET-TV). The Charlotte Broadcast Coalition maintains that Ch. 36 has grossly violat ed FCC regulations in hiring practices and is not represent ing the needs of the black community. The coalition says the stat ion does not have enough black employees in top-level jobs where program decisions are made. From 1971 until last July, WRET had no blacks in the top jobs of managers, Officials and sales. In Julyr when Ch. 36 became the local NBC affiliate, two blacks were hired for top-level jobs. According to the Federal Communications Act, airway freauencies helnne tn thp American public. Corporat ions must renew their licenses every three years by showing they have served the needs of the community they service. All Charlotte radio and TV stations arc up for license renewal on December 1. According to FCC regulations, they must show that a certain percentage οf management personnel are blacks and wo men. Because top manage ment determines what pro grams and news are covered, it is here that discrimination is being attacked. In the local service area of Mecklenburg, Gaston arid Union counties, the regulation states that 5 percent of top level Jobs must be filled by blacks over the past 3 years for the station to get renewal. In overall employment, 9.S percent must be black. Prior to the July hiring», WRET showed 3.5 percent to 4.6 percent black employees over the last 2 years. However, the coalition feels even these federal guidelines are too low. "Charlotte has a 30 percent black population," said coa lition chairman Rev. James Barnett. "Our goal is that all stations should have a person· Artiste May Apply To Arte Showcase The Arts and Science Coun cil is accepting applications to the ASC Arts Showcase, an arts and crafts lair which will take place February 3-4, 1979 in the Charlotte Civic Center The Showcase is open to artists and crafts peopl« from North and South Carolina nel that adequately reflects the population they serve. How can these stations bring good programs to minorities when they have none on their staffs?" General Manager of Ch. 36, Robert Schuessler, said there was no substances to the charges. "There has never been any discrimination at the station to my knowledge, " he said. "We have more than complied with FCC regulat ions." The station's lawyers are preparing a response for the Commission After surveying all local stations, the coalition has filed petitions to prevent continued violations of equal employ ment rules against WBT Rad io and TV, WSOC Radio and TV. and WAYS Radio. Thp petition to revoke or deny license renewal was filed only against WHKT because of what the coalition calls "gross violations." Legal Defense HIIU EiUULUllUIIUl l UilU. — "TV and radio have a tre mendous impact on the com munity," said Barnett. "We are serving notice on all stat ions that the community holds them responsible for what they broadcast. They don't even come out into the black community to sec what's going on." Petitioners filing on behalf of their organizations include Alan Rousseau, Charlotte Mecklenburg NAACP; Carrie Graves, People United for Justice; Rev. Barnett, Char lotte Broadcast Coalition; and Roderick Rolle as an indivi dual. Barnett said he personally would like to see something similar done around the news paper in Charlotte Indivi duals or organizations wishing to affiliate with the coalition may call him at 332-2250, or write the Charlotte Broadcast Coalition c-o Rm. 700, 951 S.
