Host Staff writer Twelve babies and a dozen high school girls will provide entertainment at the 28th Annual Romania to be held Feb. 28. The 1979 Calendar babies and "Miss Rhoer Pageant'' will highlight this fund raising activity, sponsored by the Beta Omicron Sigma Chapter of the Sigma Gamma Rho Sorority. Proceeds will go to the Johnson C. Smith University and Barber Scotia Scholarship Funds. The two-part, program will be held at the Greenville Center from 5-7 p.m. Five babies selected as win ners will not only be pictured on the 1980 sorority calendars but be awarded prizes. While three babies will be given savings bonds for $100. $50,and $25, the other two will receive gift certificates. A crowd of 200 people is expected, according to Mrs. Mentzie Johnson, sorority chairperson. “This if the first year for the Calendar babies pageant," she commented. After intermission, 12 high school contestants will vie for the crown of Miss Rhoer of 1979 Social Security Program Cuts Hinge On Outcome Of Fight The fate of social and eco nomic proposals ranging from job-creation and tax reform to Social Security program cuts and up-dated trade policies may well hinge on the out come of the fight to reform the Senate-filibuster rules. “That's a battle we're into right now,” declared AFL CIO Legislative Director Kenneth Young, stressing that virtually every progressive proposal in recent Congresses "has been threatened by a serious filibuster.” Young said that the AFL-CIO strongly supports the rules proposals shaped by Senate Majority Leader Robert Byrd (D-w. Va). "There must be a way that the Senate majority can event ually work its way," he assert ed, and pointed out that the labor movement has been working for that goal since “the very beginning of the civil rights struggle " Young appeared on the network radio interview LABOR NEWS CONFERENCE, broadcast Tuesday at 9:05 p m. (EST), over the Mutual Broadcasting System. Questioned by reporters, Young said that Labor Law Ketorm, teaeral standaras m worker's compensation and "a good start on national health insurance" will be among the top items on organ ized labor’s agenda in the 96th Congress. He said that “the severe problems facing public employees and the people in the maritime industries,” and the "fight to make sure that all Americans share equally in the sacrifices that will have to be made to stem inflation,” will also be major issues. The union lobbyist said that the AFL-CIO will vigorously oppose "any effort to either defer scheduled minimum wage increases or to create a special sub-minimum for youth” - items that some have urged be made part of the anti-inflation package. The income tax credit is 15 percent of the first $2,000 of qualifying residential energy-conserving expendi tures, up to a maximum cumulative credit of $300. This break for homeowners, tenants in rental and coopera tive units and condominium dwellers is available for post April 9,1977, expenditures to a. previously constructed prin cipal residence. The Internal Revenue Service has just released Form 5695, which taxpayers will use to compute the credit. The instructions to the form say that eligibility for the credit is limited to : 1) insulation (fiberglass, cellulose, etc.) for: ceilings, walls floors, roofs, water heaters, etc: 2) exterior storm (or ther mal) windows or doors; 3) caulking, or weather stripping for exterior windows or doors : 4) a lui nace replacement burner which reduces the amount of fuel used; Cl a /laniAA U n_ openings (for a heating system) more efficient; 6) an electrical or mechanical furnace ingition i system which replaces a gas pilot light; 7) an automatic energy saving setback thermostat; and the cost of energy usage. Form 5695 adds the follow ing as examples of items that do not qualify for the credit: carpeting;drapes; wood pan eling; exterior siding; heat pump; wood peat-fueled residential equipment, equip ment using wind energy for transportation; and green houses. OBSERVATION: The ref erences to “wood- or peat fueled residential equipment” includes firepia?*** and wood burning stoves.
