Richard Jaeckel. 1966 State's 144 School Systems Transporting 744,000 Kids The 144 school systems in North Carolina is providing transporta tion to and from school for over 744,000 youngsters again this fall. The largest fleet of school buses (11,910) in the county will travel over half a million miles every day but the pressure is going to be on local units to conserve as much as possible in the face of a probable shortage of funds to purchase the necessary gasoline. The State Board of Education was told recently that in 1978-79, the school bus system in the state consumed more than 18 million gallons of gasoline. Transporta tion Division Director William Tillett was told to expect a 20 percent reduction in gasoline allo cations for the 1979-80 school year. The allocation for the coming school year, with the 20 percent reduction, is 14.480.000 Ballons. But, as TiUett points out, the reduction isn't the real problem. On July 1, 1978, the state, which supplies all the gasoline and opera ting funds for the 144 school units, was paying just over 42 cents per gallon. On August 1, 1979 the cost of a gallon of gasoline was almost 65 cents per gallon, a 50 percent increase. However, by July 1,1980, the Division speculates the cost of gasoline will have been hiked to 92 cents per gallon. What all that means is that there isn't enough money in the budget to purchase the gasoline, even with a 20 percent reduction in consumption. The state can't contract for the entire amount at the same time because there are no storage areas large enough. Gasoline is purchased almost weekly and the cost is whatever the market allows at that time. The Transportation Division budget is over *47,680.00 for the year 1979-80 school year. Seventy percent of that is for mechanics and drivers. The'rest is for operating and servicing the school buses and service vehicles The budget item for gasoline totals $8,469,961.00, about the same as last year. If the state received the same 18 million gallons it received a year ago, it would need $6 50 million more to pay for it. With the 20 percent reduction, it still is $3.6 million short. What it means is that late next winter or early next spring, the State Board will have to find enough money to purchase the gasoline necessary to operate the school buses through the end of the fiscal year. ίο neip reduce me amount οι need, The Board adopted conser vation rules and regulations that local units are going to be required to follow. The regulations require careful scrutiny in making out bus routes and the assignment of pu pils; eliminating duplicated routes; reducing tne number of stops by setting a minimum of two-tenths of a mile between stops; reducing idling time at bus stops by setting a maximum time to wait for passengers; eliminating warm up time, filling gasoline tanks partially instead of full to cut down on thefts; and sufficient mainten ance to insure maximum gasoline economy. One state official says that begin ning the school year with the knowledge there isn't enough mo ney to cover gasoline costs will aid conservation but reducing costs by $3.5 million with the ever increas ing cost of gasoline may be out of the question.
