Moore, SO, advocates extending water and sewer construction to northern Charlotte at the county's expense, to encourage population growth there. c This Matthews resident's back ground reflects experience in busi ness and politics. President of Herman A. Moore and Associates, Inc., Moore is also a member of the Charlotte Board of Realtors, Commercial Listing Exchange and the Charlotte Cham ber of Commerce. Moore has served as a member of the North Carolina Senate from 1965-1976, and he was president Pro Tempore of the Senate from 1967 69. As a businessman, he favors delivering services for the least amount of cost. In the school budget, for example, Moore sug gested reducing teacher workload by having Senior Citizens monitor study halls at a lower cost than paying teachers for these services. Moore recommended reducing unemployment among blacks, es pecially youths by "letting a va cancy be known in the black community." A small group can make great strides, according to Moore, who says he now would prefer to serve on a five-person commission rather than a larger senate. He predicts inflation will slow the growth of public programs and the economy will reverse itself before the recession ends. In planning for future trans portation; we are moving too slow ly Moore said. "We should accelerate planning and implementation in the mass transit system," he explained. In stead of a fleet of buses, Moore suggested examining the possibi lity of a rail or subway. "A rail system would be the least expensive system...having cheap er maintenance costs than buses." Although consolidation may be a good idea for some organizations like City and County Police and the City and County Dog Pound, Moore said consolidation would not im prove city and county government. Separate branches provide a good check and balance system, he added. Obtaining services from a large government agency is more diffi cult than securing services from two smaller ones, according to Moore. Departments and paper work increase as a government branch grows larger. Moore, a graduate of the Uni versity of North Carolina is a former director of the Central ^iedmon^Çommunit^CoUege Foundation Board, the Charlotte Rehab Hospital Board and the University of North Carolina at Charlotte Athletic Foundation Board.
