Scott Is Seeking Second Term

"If a governor does a good job he
can't be popular when he leaves
office," remarked former govern
or Bob Scott last week during his
campaign swing in Charlotte.
Scott, who served as governor
from 1969-1973, is seeking his se
cond term. According to Scott, a
governor makes decisions for the
general good of the state that will
bring disapproval from some
groups.
The former governor said he
favors encouraging local industry

to grow and de-emphasize foreign
industry.
"We should assist business and
industry we already have to grow
and expand," he said. By helping
them, more jobs will be available,
Scott added.
He called the Hunt Administra
tion "so eager for industry it is less
selective."
Instead of promoting North
Carolina as a low-wage, non-union
state Scott said North Carolina
should focus on recruiting large,
prestigious, national corporations
that attract investment and repre
sent long-term stability.
In spending priorities Scott ex
pressed support for additional hu
man services programs for the
handicapped and those on fixed
incomes as an alternative to keep
tog what he termed "unnecessary
government positions."
Other measures he endorsed are
a homestead exemption for citi
zens over 65, providing rural trans
portation for the elderly and sup
plying adequate funds to prevent
programs from suffering when
inflation causes more cutbacks.
Scott emphasized, however, that
he favors reductions in Hunt's
Policy Analysis and Development
. Committee which currently has 34
positions. He recommended in
stead, lowering the cost by con
tracting universities to analyze
policies.
The Alamance County Democrat
doesn't only call for cutbacks.
Teaching positions should increase
Scott said and class size be
reduced.

"Children can't learn unless
there's a climate for learning," the
former governor asserted. Scott
suggested a school detention pro
gram where students doing poorly
would remain after regular school
hours for remedial work.
As for the Competency Test "I
don't think it's working," Scott
said. "Testing at the Uth grade is
late. The problem should be de
termined at the beginning of high
school."
He continued, "Teachers should
become more involved in develop
ing programs than they have been
in the past."

former North Carolina governor
and state senator, Bob Scott is a
native Carolinian who lives on a
farm near the Haw River. He is
