Michael Muffins Has Mellowed? By Susan Ellsworth Post Staff Writer Former State Senator Michael Mullins has mellowed. Although he opposed the Equal Rights Amendment and busing during his 1972-74 term, Mullins' views have changed. He now favors both. The attorney said his objection to the amendment was his opposition to drafting women, which he then perceived as inevitable if the ERA was ratified. Now, he said women are more aware of the impact the amendment will have on them. Since most North Carolinians favor the ERA, Mullins said he would be obliged to support it as a representative of the majority. While Mullins introduced a state bill in 1973 to prohibit forced busing (which was defeated) he presently agrees that busing works. The candidate said he foresees a future where integrated neighbor hoods make forced busing un necessary. “Attitudes change because of experience,’’ admitted Mullins, who has watched his own children mature in integrated schools. Mullins, 39, has served on the State Board of Transportation, N.C. General Statutes Commission and as a N.C. Delegate to the National Conference on Adminis tration of Criminal Justice. He endorsed a bill to repeal the tax on food and instead tax wine, For Ninth District Randy Kincaid Announces Mobile Congressional Office Ninth District Democratic Con gressional candidate Randy Kin caid announced this week he will put his district office in a mobile van in order to provide better service to the citizens. Kincaid said, “When I am elect ed your Congressman, I will put my office on wheels and take it to your neighborhood. My staff won’t sit in the Post Office. They will be out in a mobile office, parked by the grocery store where you shop, or at the places you take your children to play. My staff will be there to listen to your concerns and help you get the services you need - and pay for - from government.” Kincaid said the mobile ofOes could be paid for out of the MO.OOta year each member of CongraM .. gets tar office expenses. He said It would travel to all areas at Meck lenburg, Irdell and Lincoln coun ties, which make up the Ninth District. “I have found many people who feel helpless in the face of complex government. I have found many people who fell powerless to deal with the bureaucratic maze. And I have found many people who ore frustrated and angry with their government and feel it is out of touch with their needs. “I believe it is up to the Con gressman to change all that. I believe it is up to the Congress ’ man to bring government within the grasp of all the citizens of our 'district. .. The annexation law needs re vision to curtail the city from incorporating new areas until it can provide services; (i.e., gar bage collection, water) to all areas, he emphasized. - A Florida native, Mullins at tended Georgia Tech, the Univers ity of Florida and Emory Uni versity Law School.
