Will Riots Happen In 1983? Now that the predicted riots for 1982 have failed to materialize, attention has been focused on next summer. A Morehouse Col lege professor has found a formula for tracing periods of Black unrest. On the television series “Tony Brown’s Journal,” Dr. Robert Brisbane indicates that a black revolt will hit the country by 1983. ► In his book, “Black Ac tivism” (Judson Press, Valley Forge), Dr. Bris bane outlines the periods of Black revolts in America. He says there have been five major Black protest movements in the United States. “Protest move ments have been the way Blacks have made gains in this country since 1865, but even beyond that, since the Revolutionary period,” says Dr. Brisbane on the television program, “Black Revolt In the 80’s.” Sociologists and econo mists have predicted that the harsh effects of Rea ganomics and the growing ranks of the impoverished and unemployed would pro vide the spark that would ignite rioting in the nation’s urban areas. Although one out of three Black Ameri cans is living in poverty, a strong sentiment seems to be prevalent in the Black community: riots would be counterproductive and use less. Benjamin Hooks, Execu tive Director of the NAACP, tells host Tony Brown that urban violence is a very real possibility, but contends that whites would also be involved be cause they too are victims of high unemployment and inflation. “I’m not preach ing violence, I don't be lieve in it,” explains the NAACP executive. “I think it may be self-defeating, but the possibility is there. ” The program filmically highlights the fifth Black protest period in America, known as the Civil Rights Movement or the Black Re volution, featuring clips of Dr. Martin Luther King, Malcolm X and President Kennedy.
