Blacks Lost Considerable Ground Continued from Page 1 He added: “Our nation's economic and social policies are like the runaway Soviet Cosmos satellite-fragmented, out of control, and dangerous.” Documentation for Mr. Jacob’s analysis of the cur rent status of Blacks is contained within the eight papers appearing in “The State of Black America 1983.” Covering a wide variety of subject areas the papers were prepared for the NUL by distinguished experts in their fields. For example, Dr. David * H. Swinton, Director, The Southern Center for Studies ■Public Policy, writing on “The Economic Status of the Black Population,” says: • Previous experience makes it clear that the current recession will ex acerbate racial economic «; inequality. It will further erode Black income and in crease black poverty and dependency on welfare. Moreover, in view of the cuts that have been made in government budgets for programs to aid the poor and needy in the last few years, the impact of the recession has probably been even more devastat i ing for low and moderate income Blacks. The recov ery will be slow at best, and perhaps hundreds of-then— sands of Blacks will never again regain their pre recession status.” Dr. Alvin F. Poussaint, Associate Professor of Psy chiatry and Associate Dean for Student Affairs at Har vard writing on “The Men- - tal Health Status of Blacks 1983”, comments: “Overall, recent reports show increasing instances of serious (non-clinical) psychological depression among all segments of the B|eck population, but par HPularly among those with broken marriages, those not employed outside the home, those with lower in comes, and the less well educated. “It is clear that Black Americans are at high risk for maladaptation, be havioral disabilities, and mental illness throughout their life cycles. There appear to be no safety nets that protect the health or psyche of the Afro-Ameri can from institutional ra cism, poverty, high unem ployment and a stagnant economy.” In her paper “The Eco nomic Status of' Black ; Women,” Dr. Barbara A. P. Jones, Professor of Eco nomics, Gark College, con cludes: “Black women are in deed the poorest of the major race-sex groups in American society. In addi tion, they head the poorest of poor families. They have the lowest income both ab solutely and relatively... The over supply of trained Black women eager to work results in employers being able to fill positions at lower rates than would prevail if the jobs were filled by men or white women. Local Group To Offer Scholarships To W ilbertorce The Na1!0hal Association of Negro Business and Pro fessional Women s Clubs, Inc. Charlotte Chapter proudly announces that se veral scholarships to high school students will be awarded. Applications, transcripts, etc., are being accepted now. One such college, Wilber force University (Ohio) the nation’s oldest Black pri vate institution of higher* learning, is one of four colleges NANBPW has listed. A renewable one-year $5,000 academic scholar ship will be presented to a student interested in at tending the university. The scholarships will be composed of federal anfi institutional nonrepayable grant assistance, and the amount will include suf ficient funds to cover tui tion, room and board, health insurance, and a $200 per year allowance for books and supplies. Applicants must com plete a university scholar ship application and the College Scholarship Ser- ■ vice Financial Aid Form. Students interests in vying for the Wilberforce scholarship must meet the following criteria: a. Must be a high school student with at least a 3.0 grade point average. b. Must have a letter of recommendation from one teacher. c. Must have a letter of recommendation from his her counselor who verifies the student’s cumulative grade point average. d. Must write an essay on “Why I Want To Attend A Black College” in 200 words or less. It is pre ferred, but not mandatory, that the essay be typed. Bicycle Registration Announced Bicycle registration is a city ordinance. If you don’t have those bikes registered you will have the oppor tunity to do so Monday, January 24, at various schools. You may want to bring proof of purchase and own ership. From 9-11 the following schools will participate in bike registration: Ran dolph Junior High School, 4400 Wateroak Dr.; East over Elementary, 500 Che rokee Rd.; Winshire Park Elementary, 3900 Sudbury Rd.; Albemarle Rd.
