Job Training Partnership Act
The Job Training Partnership Act (JTPA) was
enacted on October 13, 1963 as Public Law 97-300.
The purpose of this Act is to establish programs to
prepare youth and unskilled adults for entry into the
labor force and to afford job training to .those
economically disadvantaged individuals and other
individuals facing serious barriers to employment,
who are in special need of such training to obtain
productive employment.
As grant recipient and administrative entity for
the Charlotte-Mecklenburg Service Delivery Area
(SDA), the City of Charlotte has submitted to the
N.C. Division of Employment and Training a Job
Training Plan constating of a Master Plan and a
. Program Plan. The Master Plan serves as a long
term agreement between the SDA and the State
describing the administrative arrangement that
_ will govern all programs under the Act which are
operated within the SDAi-Tbe Program Plan
describes the program activities and services to be
provided to eligible applicants during each
program period.
The City of Charlotte is applying for JTPA Title
H-A funding in the amount of $1,397,700 to edUb '
operation of programs. Through Title Il-A Funding, <
up to 1,195 participants will be enrolled in a variety <
of project activities including Institutional Train- ,
lug ($25), On-tbe-Job Training (190), Educational
Trailing (95), Services Only Programs (485), and *
Exemplary Yeuth Programs (200).
Anadditional $803,139 is "being requested in Title <
n-B funds to providdwort experieoce opportunities ,
for up to 565 eligible youth through a Summer Youth
Employment Program. *
