We simply can no longer afford the attitude of business as usual. After carefully studying this vital issue, the Go vernor’s Plans and Policy Board and the North Ca rolina Department of Hu man Resources’ Division of Aging singled out three major problem areas in North Carolina's health' care system: the escalat ing cost of health care; < Medicaid eligibility stan dards; and federal health care reimbursement to in stitutions, such as hospitals and nursing homes. >. me cost oi mecucal care is increasing more than any other single factor in the economy. With inflation hovering around the three percent mark, the cost of medical care continues to increase at an annual rate of more than 15 percent. Last year the total me bill in the United SDarcST 16 $320 bil lion, and it is estimated that it will increase by an other 15 percent this year. A major portion of these costs are the federal Me dicaid and Medicare pro grams. In North Carolina, Medicaid expenses have in creased $70 million during each of the past two years. Medicare expenses also are increasing, as is the portion of the cost that is paid by the elderly in high er premiums and deduc tibles. Medicare now covers only 39 percent of the me dical costs of the elderly, and if more budget cuts are made in the program, the percentage paid would con tinue to decline. This means that both the Me dicaid program and the state of North Carolina will have to absorb more of the total costs, or the elderly themselves will either'have to pay more or do without needed medical care. In addition, Medicaid eli gibility requirements can result in older citizens be in& prematurely placed in hospitals, nursing homes or other institutions. Due to the “medically needy” standard, some elderly pa tients reach a poverty le vel that necessitates place ment in an institution in order to be eligible for Medicaid coverage. This is a difficult dilemma for the elderly and their families, as well as North Caro lina’s health and human service professionals. ^Ptea^^he^ostj hum. rn TfUMsmssuoF 1_!
