But the most important of these roles is that of setting goals and priorities... to ensure that the really important is sues receive the attention they deserve. / have set my priori ties and incorporated them into an agenda for North Caro lina ... an agenda that will move us forward together. ” | Educational Excellence Our children are our future. We must con tinue our momentum toward excellence in North Carolina’s public schools. ■ Tougher teacher qualifications, higher, pay, and a rigorous evaluation system ... to ensure that our children are taught by the best. ■ Continued commitment to smaller classes ... not only in lower grades, but throughout the system. ■ An equalizer funding formula ... to guarantee every child in every county high quality basic education. ■ A reduction in dropouts .. . our goal should be a reduction of 10% a year. Economic Growth and Jobs To realize our full potential, we've got to map out new strategies to build an envi ronment for future growth. ■ An international outlook for economic progress ... to increase exports, im prove balance of trade, attract foreign investment. ■ A regional approach to economic devel opment ... to give Eastern and Western North Carolina the kind of attention that has made Piedmont industrial develop ment efforts so successful. ■ A new technological partnership be tween government, the university, and private sector... to encourage techno logical development—-a source of new industry and jobs. ■ New sources of venture capital and af fordable financing for small business ... to give them encouragement and support. Environmental Quality Economic growth can and must be bal anced with sound environmental poli cies. Our children deserve more than just the opportunity for a good job. They de serve the chance to Jive their lives in a healthy environment. ■ Tougher standards . . . the standards for air, water, and hazardous wastes aren’t giving us the protection we need ... we must make them tougher. ■ Responsible water resource manage ment . . . through a partnership between state/local government and the private sector. ■ A comprehensive policy to manage the increasing amounts of hazardous waste .. . prevention programs . . . safe trans- . portation ... fair compensation for damages. ■ Protection of state parks and natural areas . . ■. essential to preserving the beauty of North Carolina and main taining a healthy tourism industry. Utility Regulation and Consumer Protection Skyrocketing utility rates havetong been a prime target in the area of consumer pro tection. My Consumer Protection and Utili ties Division has already saved the people. of North Carolina hundreds of millions of dollars, but there’s a lot more to be done. ■ Consumer-oriented appointments to the Utilities Commission ... to make sure consumer interests are represented. ■ Full disclosure by utility companies .. . to provide people all information rele vant to rate requests .,. with no more ' \ business behind closed doors. ■ An end to profits based on poor per formance . . . limits on repeated re quests for rate increases, limits on rates of return on stockholder’s equity ... penalties for poor management perform ance . . . incentives for efficient per formance. ■ Universal phone service at affordable rates ... the one thing that must not change amid all the changes going on in the telecommunications industry. Criminal Justice In my ten years as Attorney General, I have battled crime on many fronts ... I've less ened street crime ... fought public corrup tion .. . championed victim rights, com pensation programs and crime prevention. I've learned that no one individual can solve our problems of crime and justice, but that together we can make a real differ ence. ■ A victim’s bill of rights ... to ensure de cent and humane treatment of crime vic tims. ■ An all-out war on drugs . . . greater fed eral assistance in detecting, tracking, and catching drug traffickers ... plus a drug education program in our schools. ■ Improved professional status for law en forcement ... through upgraded qualifi cations and pay. ¥ ■ Support for crime prevention programs .. both public and volunteer.
