Thomas Rhodes, Secretary of North Carolina Department of Natural Resources and Community Development, has appointed Raleigh businessman John C. Stuart as Assistant Secretary for Administration and Intergovern mental Relations in the agency. As Assistant Secretary for' Administration and Ingergovernmental Relations, Stuart will direct the administrative affairs of the 1,950-employee depart ment, including planning and assessment, budget, procurement, productivity and organization management. “We are very pleased to have a man of Mr. Stuart’s business experience and administrative capabilities Join us in the depart ment,” Rhodes said in announcing the appointment. Stuart, 36, is a Raleigh native and received his degree in business administration and trust education from Campbell University in 1973. He is owner of Sirtage, Inc. of Raleigh, a manufacturer and distri butor of audio visual accessories. He also served as a trust officer with Wachovia Bank and Trust Company in Raleigh, and is a veteran of the U.S. Army. Free Income Tax Assistance To Aide Elderly Free Income Tax assistance is available through Tax-Aide, a no cost income tax counseling service for older persons sponsored by the Persons in cooperation with the IRS. Volunteer counselors trained by the Internal Revenue Service will staff several counseling sites on weekdays. The blood test was developed to, screen donated blood in order to keep blood products in hospital.and blood banks free from infection by the HTLV-3 virus. It is important to understand that this blood test is not intended to be used to diagnose AIDS. The test detects only antibody (an immim. substance in the blood) to HTLV-3, and does not detect the HTLV-3 virus which is thought to cause AIDS A positive test does not mean that an individual has AIDS or will develop it. In fact, current information shows that many people with a positive antibody test do not have AIDS. Due to cross-reactivity with other viruses, some may be positive even though the person has never been exposed to or infected with the HTLV-3 virus. This is called a false-positive test. Because the main purpose of the test is to protect donated blood and blood products, the Mecklenburg County Health Department offers the following guidelines. 1. Individuals at risk for getting AIDS (homosexual males, those who share needles and other items involved with intravenous drug use, and hempohiliacs) should not go to blood donation centers to have the test performed. If such individuals would like the test performed, they should contact their physician, since the test will be available in many laboratories and doctors’ offices. 2. If you are notified your test is positive, you should immediately contact your physician and have the test repeated, since a false-positive test may have occurred. The blood test is not necessary for any persons, except those who are donating blood, Even for those individuals who think they may have AIDS, the test may be unreliable and will not confirm or rule out the diagnosis of AIDS.
