The Veterans Administration will begin implementing new*|gibUlty assessment procedures on July 1 to determine-’^nonservice-connected veterans’ eligibility for VA health cart. .. . .1 v The income-baaed assessment required by Public Law 9M7Z, the Veterans’ Health Care Amendments of 1988, to designed to ensure that VA hospital care to provided to servkse •.fconnected and lower-income veterans. Other veterans will be eligible for VA heidth care on s space-available basis, and depend ing on total Income and net worth, some may be charged a deductible. Moat nonservice-connected veterans applying for VA health care will be required to provide information on their total income for the preceding year and net worth. Veterans are being urged to have knowledge of their income and net worth when they apply for health care at a VA facility after July l. The eligibility assessment applies to all nonservice-connected veterans regardless of age, except for the following groups: former prisoners of war, veterans exposed-to certain herbicides while serving in Vietnam and to ionizing radiation in con nection with atmospheric testing of nuclear weapons and in the occupa tion of Hiroshima and Nagasaki who require treatment of a condition that may be related to such exposure, veterans receiving a VA pension, veterans of World War I, the Spanish-American War and the Mexican Border period, and - veterans eligible for Medicaid. Specifically, the law establishes three eligibility categories - A, B, and C - for VA hospital, nursing home and outpatient care. In effect, the law directs VA not to deny Category A veterans needed hospital care. Veterans in Categories B and C may be furnished care on a resource-available basis. Veterans in Category C must agree to pay a deductible. •Category A veterans include veterans not subject to the eligi bility assessment and nonservice connected veterans whose income does not exceed $15,000 If single, or $18,000 with one dependent, plus 91,000 for each additional depend ent. Category A veterans may be furnished outpatient and nursing home care and will have the highest priority for that care. Category B veterans are non service-connected veterans whose income is above 915.000 (but does not exceed 930,000) if single, or 919,000 (but does not exceed 939,000) with one dependent, plus 91,000 fat each additional dependent. Hospital, outpatient and nursing home care may be provided on a resource available basis. Category C. veterans are nonservice-connected veterans whose income exceeds 930,000 if single, or 925,000 with one de pendent, plus 91,000 for each addi tiooal dependent. VA may provide' hospital, outpatient and nunii* ; home care on a resource-available. basis, provided the veteran agrees • to pay a deductible. Some veteran* may be placed in * Category C if VA determines that * their combined Income and net worth make it reasonable for them to pay for their health care needs. ' Although the new procedures are' effective July 1, veterans receiving inpatient care prior to July 1 will not» be affected until their current 1 treatment is completed.
