The association made no nominations Thursday in the leading actress category this year because officials said they found no movie that cast a black actress in a positive star ring role. "It is certainly a disheartening and tragic situation," said Wil lis Edwards, president of the NAACP Beverly Hills Holly wood branch, which presents the awards. There are more than 1,600 black female members of the Screen Actors Guild alone, he said. ■ It is the third time since the Im age Awards were first presented that the category, won by actress Whoopi Goldberg last year far her portrayal of Celie in "The Color Purple,” was canceled. The Image Awards will be pre sented Dec. 13 at the Wiltern Theater in a ceremony to be tele vised Jan. 8 by NBC.
