Page 12B - THE CHARLOTTE POST - Thursday, May 26, 1988 High School Football Players Must Go Through Rules Changes For New Year By JAMES CUTHBERT80N Post Sport* Writer Offensive blockers in high school football will have an ad ditional technique to employ, beginning with the 1988 season. Meeting tn January in Colora do Springs, the National Federa tion Football Rules Committee approved an additional tech nique for offensive blockers which allowed them to fully ex tend their arms and use open hands. This new technique does not replace the former method, but permits an additional style of blocking. This addition to Rule 2-2-2 was one of 15 rule changes made by the committee, wlhch is composed of one representative from 48 of the state member as sociations, Including the Dis trict of Columbia, as well as rep resentatives of the National Federation Interscholastic Coaches Association (NFICA) and the National Federation In terscholastic Officials Associa tion (NFIOA). Dick Knox, associate executive director of the North Carolina High School Athletic Associa tion, represents North Carolina on the committee. 'The colleges and pros have used this block ing rule very successfully," he noted, "and many of the high school coaches in North Caroli na have been asking when we were going to employ the rule. Our officials who work both high school and college football feel that the rule is relatively easily enforced, so we think it will be a good addition to the high school game. There should be no trou ble adjusting to the new rule and it does not eliminate the tradi tional method of blocking." The committee's action on the blocking rule culminated sever al years of discussion and ex perimentation. The new block ing technique is a more favorable style of pass blocking and should help offensive line men in protecting quarterbacks. The announcement was made by Director of Athletics Christo pher B. "Kit" Morris. Another part of the reorgani zation is to add an Assistant Di rector of Athletics for Promo tions. Morris is seeking someone to fill this position, which will Include all athletic promotions and administration of the athletic ticket office. Beginning in 1988, only a five yard penalty will be assessed for an ineligible re ceiver down field. In another change in rule 7, the committee redefined the reference point of a passer beyond the line of . scrimmage from the release point of the ball to the location of the passer's feet. One change will allow state as sociations to authorize the use of supplementary equipment to aid in game administration. This Includes any type of equipment, such as a 25 second clock, not currently addressed In the rule book. As it does every year, the rules committee addressed other needs in high school football through its "Points of Empha sis." These points are areas that the committee believes need special attention by players, coaches, and officials and, in 1988, wUl include football safe ty, sportsmanship, action against the snapper and side line control. Nationally, football is the most popular high school sport for m^e participants, with almost one million players annually at more than 14,000 high schools. A total of 320 members of the NCHSAA field football teams. Other rule revisions include: Any hard portion of a knee brace which extends below the pants must be covered. Use of ceramic materials for cleats is prohibited. Authorizes state associations to allow teams totally composed of deaf or partially deaf players to use a drum to establish a rhythmic cadence. Four captains from each team are permitted at the coin toss. An Injured player may return for the next down if the halftime or overtime intermission occurs. Prohibits any players from in tentionally using his helmet to butt or ram an opponent. Team attendants may enter the field between periods. The penalty for attendants on the field Illegally has been re duced from 15 to 5 yards. Prohibits receiving team's free kick line to be extended behind its 5-yard line. The penalty for a foul by the opponents during a scoring play may be enforced from the suc ceeding spot. Coverage has been extended for the size of fields, numbers on receivers, snap spot after touch- back or safety, and yard line for start of an overtime.
