Data obtained from the 1982 National Drug and Alcoholism Treatment Utilization Survey, suggest that blacks are three times more likely to be In treat ment for a drug-related problem than whites. Some data available suggest a relationship between drug abuse and homicide. A study conducted by the New York City Police In 1981 and 1982 found that 53.1 percent and 46.4 per cent respectively, of drug- related homicides Involved black victims. The statistics divulged in the report points that even with medical advancements, non- white Americans still haven't benefltted as much. "Although our health charts do itemize steady gains in the health status of minority Ameri cans, the stubborn disparity re mained—an affront both to our Ideals and to the ongoing genius of American medicine," Heckler said.
