In 2001, the NC General Assembly created
the HWTF as one of three bodies to invest
North Carolina’s portion of the Tbbacco Master
Settlement Agreement. The HWTF received
one-fourth of the settlement funds, which are
paid in annual installments over a 25-year
period.

Health disparities are known as differences
in the jarevalence, mortality and burden of dis
ease. The HWTF discovered throu^ health
studies that from 1997 to 2001, African
Americans were 1.2 times more likely to die of
heart disease in North Carolina, and similar
ratios exist for deaths due to diabetes, prostate
cancer, breast cancer and stroke.
In 2004, HWTF voted to address this grow
ing problem by offering grants. The initiative
seeks to reduce disparities for both children
emd young adults related to obesity and chron
ic diseases, including cardiovascular disease,
diabetes and cancer.
