The great mon who conducted our rrvolutionary struggle in the great Continental! Congress have left no history be hind tuem ot the views and events which had their birth in their debates, except in tha meager formula of a journal. The fervid ffeling of the hour, the impelling circumstances, the argument, the eager controversev, which set the sub ject in every variety of light, passed away with the breath tnat gave tnem utterance; ana men w no were not surpass ed, in the opinion of Lord Chatham, by "the master states men of the world," have bequeathed to posterity nothing of the eloquence which I guided our national councils but "the shadow of a name.' Recent publications show how graphic history becomes when the actors in it speak for themselves, and events as they emerge stamp themselves on its page. Congress has how taken care that this sort of genuine history shall fall from the press, full and perfect, day by day; and thus every public man will make his own history, and blend it imperishably with that of his country. The Congressional Globe, and Appendix it so voluminous that it can only be read by onr busy countrymen partially during its progress, home are interested in one measure, some in another. Different sections look for the moat part to the action of thoir several representatives the concerns ot one Ireouentlv possessing no interest lor the rest and amidst the mass it is difficult for each section, or individ ual, to get at the speoial matter most interesting to them To obviate this, and enable all to get a glance, a general view of the entire proceedings ot Congress, and to hx their attention on what suits their particular views, I will publish in future, and the Congressional in addition to the Daily Globe Globe and Appendix, a Tues- day's day's Cougressional Globe, containing. a brief of each debate on every I important subject discussed du rincr the preceding week, arranging the nan.es of the sneakers ro and coti.A and presenting the points dis cussed and leading arguments on each side, somewhat in the mode in which forensic briefs are prepared. This pa per I will send gratuitously to every subscriber to the Con gressional Globe and Appendix ; and . to those who may consider their summary isumcient without them, the sub scription price tor this weekly will be two dollars per an num. The brief synopsis of jdebatos will fill but a small part of the contents of this weekly sheet. It will contain every important item of foreign and domestic news which can be gleamad from the daily prints during the week, together j with that which may be j brought by telegraph at the mo- ment of going to press, it will contain, besides, the inter esting miscellany which is given m the Daily Globe, .and the Washinjfton gossip of the letter-writers, extracted from the different newspapers which employ them, whenever they shall be esteemed of such import as to interest the rea ders of the Globe, and bear such probability on their face as to warrant their insertion. As this weekly paper will be sent to all the subscribers for the Congressional Globe and Appendix, it will certainly have a more general circulation than any other newspaper m tne united estates, ana; win, inereiore, invite aaverase ments from every section of the Union, especially the whole sale merchants in the groat cities, which will give it addi tional interest with business men everywhere. The Daily Globe will be printed on a double royal sheet, twice a day during the sessions of Congress at eleven o'clock, a. m., and five o'clock, p. m., during the recesses, at five dollars a year for either the morning or evening edi-' tion. The evening edition is the one most suitable for sub scribers who live out ot this city, as it will contain, besides the full proceedings of Congress of the day before publish ed in the mornins? edition, a full svnonsis of those of the O ' mf X day, together with the news by telegraph ; and from other sources, up to the hour that it is put to press. It will con tain, also, all laws and ioint resolutions passed by Congress. The Congressional Globe and Appendix will also be prin ted on a double royal sheet, in book torm, royal quarto size, each number containing sixteen pages. The Congressional liiobe will be made up ot the proceedings of Congress, and the running debates as taken down by the reporters. The Appendix will contain messages of the President of the U- nited States, the reports ot the heads ot the executive de- Eartments, such speeches as have been withheld by mem ers of Congress for revision, and all the laws and joint res olutions passed during the session. A complete index will be made soon alter tJongress adjourns, and sent to all sub scribers for the work, bhonld any numbers fail to reach subscribers, they will be sent to them without charge, when ever tfcey advise me what numbers they have not received. subscribers should be careiul to hie all the numbers receiv ed, as the complete work will be found to be very valuable to them, and the expense of furnishing missing numbers very expensive to me. j The debates of Congress are ow as fullv and as faithful ly reported in the Congressional Globe as those of any other legislative bodv are in this or anv other countrv. and vet they are sold to subscribers for me-icth of what any other debates are sold for in this country, and oneleventh of what the debates of the British Parliament are sold for in England, where paper, reporting, type, and type-setting are each and all, much cheaper than in this country. The liberal sub- scrintion bv Coneress enables me to sell the debates so low. It will be commenced on a double royal sheet, but if that shall be found uot large enough to contain all the matter, then the sheet will be enlarged. . TERMS.
