THE SUGAR QLTSIION, VYitase Ueri ty Committee on Re lation W ith Cob. Washington, Msy H. Emanuel Rionds, raw sagir buyer, was again before the Senile Committee on relations with Cuba today. Ue taid his firm had contracts with many Cuban plantations for their sugar, and had advanced money to planters. If the planters sold to anyone else, the firm would get a commission. The bill parsed by the House would wipe out the countervailing duty, he said, and would tend to stop sugar refining in this country. Germany would be the sugnr producer of the world, and Cuba, Porto Kico and Hawaiian tugar would be injured. Howard G. Leavitt, president of the Standard Beet Sugar Company, of Lravitt, Nebraska, said the refin ers received all the benefit of the countervailing duty, and would re ceive all the benefit of concessions to Cuba. .!e thought the effect of the action of the Brussels conference w uld be to res 'ore normal condi tions in sugir-proc'u ing, whith would benefit Cuba. England would begin to refiue again and make a market for Cuban sugar. " Examination of Applicants.
