Pinchot Crushes The Literary Digest Poll Victory of Pennsylvanian Has Knocked Out Claims of Anti Prohibitionists — Leadership as Dry Will be Militant—Nom ination Will Have Influence Throughout Nation — Fewer Candidates For Congress Will Adopt Wet Platform; Dwight Morrow Obscured. Writing to the News and Observer under date of May 24th, John A. Liv ingstone, Washington correspondent of that paper, says: “The urst and direct and tangible result politically of the nomination of Giiiord Tinchot as the Republican candidate for Governor ni Pennsyl vania was the sinking of the Literary Digest referendum on prohibition. While there were other factors enter ing into his nomination, it is conced ed that he is an outstanding dry, that he will be elected as governor, and that his leadership as a dry will be militant. It has been suspected for some time that one of the main causes of the vigorous campaigning of the anti-pro hibitionists was the lack of a milit ant championiship of dry law enforce ment in the White House. This did not bring into question President Hoover’s honesty or integrity, but brought into sharp relief his admit ted lack of dynamic qualities as a po litical leader. Hoover’s Weaknesse. It is well known by experienced politicians that the noisest crowd is apt to be in the minority, that is the reason they are noisy, and the skill ed political leader does not follow the leadership of the noisy. That was the main asset of Calvin Coolidge, who while not undertaking to do much while President, did do quite well what he set out to do. He could not be moved to change his course by noise. Now the strength of Coolidge is be lieved by the politically minded to be the weakness of Hoover. Thosd with political axes to grind think Hoover can be impressed by noise. So they set out to make a noise. Of course, the way to meet them is by militant leadership, such as Pinchot is show ing in Pennsylvania, and such as Hoover is not showing in the White House. Upsets Digest Poll. Next to New York, the Literary Di gest poll showed Pennsylvania to be the wetesc state in the LJnioh. Yet on the very day that this result was announced in tne newspapers, the nomination by the major political party in Pennsylvania of aif out standing dry was also announced. It is true that Grundy is a dry and that Davis will be wet or dry as po litical exigencies may demand, but that does not change the fact that a dry was nominated for governor. The obvious answer to this unusu al result is that Pinchot was nomin • ated because he is Pinchot. Such is the answer - ol the ...Baltimore-Sun, ft • vigorous champion of the wet cause. It points to his record as governor from 1922 to 1926. He exposed the iniqi^ities of the iron and coal police, reiormed the state administration of laws, investigated the power monop oly and opposed the political forces that make Pennsylvania politics odious. The times are ripe for men of his type in public life. Wets Lost Any Way. Then, too, it may be argued that the wets divided their forces by run ning a candidate instead of support ing the Vare candidate. They made a respectable showing, but the net re sun. was Co insure u.ti nomination of a dry. Now they threaten to run an independent ticket in November. If they do, it will insure the election of Pinchot and result in further loss of prestige. Even though it be conceded that Pinchot was not nominated as the Republican candidate because he is a dry, but for other reasons, one of winch was the negative support or Grundy who took down his candidate becaiise he knew that it would certain ly result in the nomination of the Vare candidaee, and if he could land his man then he would rather have Pinchot. These things may be conceded, but it does not alter the fact, that a dry was nominated, and that he is not a soft pedaling dry but a militant dry. It means a good deal more tnan tne ■sinking of the Literary Digest poll as a barometer of political conditions in America, but the nomination of Pinchot certainly did do that job ef fectively and mighty little is going to be heard about this poll in the . next few months. So much agitation had been ^fart ed eince the idea became prevalent that President Hoover could be brougt into line on a soft pedaling prohibition policy that numerous can didates for Congress were getting ready to line up as wet candidates. The nomination of Pinchot will cause many of them to think twice before committing themselves to the wet cause. This will be mainly due to the fact that the drys now have a leader, a man with an established Na tional reputation, and more important than that fact a man who owns his own soul, who is not controlled by the special interests, who wears no man’s collar, who is fearless in making war on special privilege. Dwight Morrow Obscured.^ It comes, too, right on the heels of the announcement of Dwight Morrow as a wet candidate for the Senate in New Jersey. To all intents and pur poses his platform is the platform of A1 Smith in the last Democratic plat form. He does net propose to en courage the return of the saloon. He proposes to let the States make their own prohibition laws. Smith propos ed to have the States go into the liquor business. That is the only dif ference between their positions . As it was generally conceded that Morrow was "not thinking primarily of getting to the Senate, but has his eyes on the White House, the an nouncement of his wet platform made a profound impression upon the country. It gave impetus to the Lite rary Digest poll, it gave encourage ment to wet candidates for Congress, and it began to look that all wa« ovnr except the shouting. Especially with the continued silence of the White House. « ~ Then, just as it seemed that all wns lost fdr the <drys, Pinchot staged his impressive come back. His returit to his political Elba, was dramatic. What will come of it, nobody certain ly knows, certainly one thing: has al ready come about. His victory has attracted national attention and given the dry cause a tremendous boost. A small thing to look for but you should have the best shoe polish for your blond and white pumps. ( ■ , An Ordinance Authorizing: The Issu 'ance of Nine Thousand Dollars ($9, 000) Water And Sewer Extension , Bonds Of The Town of Sanford, North Carolina. 13e it ordained by the Board of Aldermen of the Town of Sanford: Section 1. That Water and Sewer Extension Bonds of The Town of San ford are hereby authorized to be is sued in the aggregate principal amount not exceeding $9,000.00 Section 2. The proceeds of said bonds shall be applied to constructing water and sewer connections from the service main in the street to the prop erty line in connection with the per manent improvement by the Town of Sanford of Streets in said Town. Section 3. That a tax sufficient to pay the principal and interesCof said bonds shall be annually levied and collected. Section 4. The entire cost of con structing said water and sewer con nections will be especially assessed against the abutting property owners. Sction 5. The probable period of usefulness of the improvement for which said bonds will be issued is 10 years. Section 6. The statement of the debt of the Town of Sanford has been filed with the Town Clerk and is open for public inspection. .Sbction 7. Be it ordained by the Board of Al der men of the Town of Sanford: 1 Section 1. That Street Improvement Bonds of The Town of Sanford are hereby authorized to be issued in the aggregate principal amount not ex ceeding $41,000. Section 2. The proceeds of said bonds shall be applied to construct ing or re-constructing with concrete the surface of roads or streets within said Towm including the construction or re-construction of all necessary curbs, gutters and drains in connec tion therewith. Section 3. That a tax sufficient to pay the principal and interest of said bonds shall be annually levied and collected./ * ^ Section 4. Two-thirds of the cost of said improvement, exclusive of the cost of paving at street intersections, will be specially assessed against abutting property owners on all streets and roads improved. Section 5. The probable peiiod of usefulness of the improvements for which said bonds are to be issued is 20 years. Section 6.
