Two planks of the platform adopted
by the National Democrat Convention
at Baltimore were supplied by
the Southern Commercial CongreBs.
The adoption or tbe planks, one of
them, on rural - agricultural system
and the other on vocational education,
shows the constructive and immensely
influential wor ktho Southern
Commercial Congress is doing in
J the agricultural and industrial upbuilding
of the sixteen Southern
States and the nation.
Btoh planks were prepared by Senator
Duncan U. Fletcher of Florida,
add Dr. C. J. Owens, president and
managing director respectively of
the Congress, and were presented to
the resolutions 'oomiplttee in Baltimore.
They were Incorporated In
the platform .verbatim, as fo^ows:
"Of equal Importance with ? the
question of currency reform Is the
question of rural credits or agricultural
finance. Therefore, we recommend
than an investigation of agricultural
credit societies in foreign!
countries be made so that It may be
ascertained whether a system of rural
credits may be devised suitable
to conditions In tbe United States.

Two other planks were submitted
toy tfca Congress. One of these provided
for Federal control of Improvements
and levees of the Mississippi
River and the other for reclamation
of the swamp lands of the country.
While not adopted by the resolutions
committee verbatim the substance of
both resolutions was incorporated in
the platform.
The Southern Commercial Congress
believes that a system of agricultural
finance, and vocational education
are two of the most important
problems confronting, not only the
South, but the nation. A hill by
Senator Carrol 8. Page, of Vermont*
provided tqr national vocational education,
la nowfpendlmg in Congress.
This bill has the backing of the
Southern Commercial Congress. The
Congress Is now organising a national
oo mm lesion, comprising two leading
men of each of the States in the
Union, who will go abroad next May
to study European systems of rural
fiaance. David Lubln, Americas Delegate
to the interactional of Agrlcul_
/ ture, at Rome, will sceompay this
commission on Its tour.

Holland is here conferring with Senator
Duncan U. Fletcher and Dr. C,
J. Owens, president and managing director
of the Southern Commercial
Congress, concerning immigration of
Dutch and Belgian farmers to the
Southern States.
The Baron, who belongs to one of
the most ancient and wealthy noble
families of Holland, is urganiing the
European Mortgage Company, of
Rotterdam, to finance Dutch and
Belgian farmers who wish to take up
Southern farm lands. Already some
df these immigrants have settled in
Florida, and more are to be sent soon
from Amsterdam and Rotterdam to
oiner soutnern Mates.
"The South should advertise Its
immense opportunities in Europe,
like Canada and some of the Western
States are doing." declared the Haron.
He says the South offers to the
European farmer, who wishes to emigrate,
the be6t chance in the world to
become independent. He is making
it part of his emigration propaganda
in Holland and Belgium to tell his
countrymen of the wonderful possibilities
for European settlers in the
Southern States. f
^ "Some two years ago," said the
Baropr "I was in Amsterdam in the.
Amitel Hotel and met an American
who told me of the opportunities in
the South. My Interest was aroused
and after a trip to Florida two years
ago I interested many friendB in the
emigration project. We have sent
some farmers to Florida where they
are doing well, and will soon send
others. 1 have succeeded in making
Florida and other Southern States
well known in Holland. When I return
to Holland I will make a report
to the Dutch Minister of Foreign Affairs
on the possibilities existing for
our immigrants in this section of the
United States, and of the great work
the Southern Commercial Congress
is doing in developing the Southern
States."

with a whale on the Grand
Bank caused such serious damage to
-the two-masted schooner Empire that
the vessel was abandoned by her crew
of six men and a passenger, who

| The accident happened last Tuesday.
and after keeping the vessel
| afloat two days the crew had to leave
her when the pumps became choked.
The men rowed 120 miles toward
land before they were picked up by
a Ashing schooner. The Empire was
loaded with salt.

is to be found in the practical certainty
of Dr. Thompson's election ot
the board and who. with Mayor Bacharach

on the ticket, are pledged to Bweep
the city ball clean of all the present
officeholders. The new commissioners
will take office on July 16, when
the present system of government
will cease to exist.
