The Registration Hooks are open and there are many citizens who have not registered. Many have recently, or will before election day. become of age; many have moved into the county and are entitled to vote. All such should see to it that their names are on the registration books. Do not delay, but attend to it at once, as you will want to vote for Wood row Wilson and others in the coming election. LITTLE WILLIAM ROBERT ROBF.KSO.N DEAD. On Wednesday night. September 18th. the angel of death visited the home of Mr. and Mrs. J. E. Roberson and took from them their sweet little boy, William Robert. He was ill for some time, but just a week before his death he was taken with typhoid. When God in His wisdom saw (it to take htm from us. Me was two years. siv months anil a few days old at the time of his death. He leaves a father and mother, one brother and a host of relatives and friends to mourn their loss, but they sorrow not as thOBe who have no hop?, for he Is not dead, but sleepeth. May the Rood Lord comfort his loved ones and help them to lean upon His strong aria and trust in H'm. He car. not come to them, but some time they will go and meet him in the heavenly home, where all is joy and love, and parting will be no more. I know youi home >6 sad without your precious oue. but remember, while our hearts bleed with sorrow, he is resting peacefully. It was hard to part from him though we feel that our loss is his eternal gain. He was the sunshine of his home and will be sadly missed, but Jesus says, suffer little children to come unto me, for such is the kingdom of heaven. He was so bright and loving, but now we know that he is ir at rest where there is no sorrow, no death, no pain, but eternal rest for. ever, and w e should not grieve over his joy. The funeral service was conducted by Rev. Dalton. Quite a large number of sorrowing friends were present. A. precious one from us has gone. A voice we love is stilled: A place is vacant in our home. That the City of Washington be : and the same hereby Is created a j Sanitary District. 2. No privy shall be used in said city that does not conform to the : plans and specifications, recommended by the North Carolina State Board ^ of Health in its publication entitled u "The North Carolina Sanitary Privy." f, And no privy In said city shall be ^ used as a place for the deposit of f, human excrement until a written permit shall have been obtained from m the Sanitary Inspector, who shall is- a sue no permit for the use of any privy unless the same shall be found, after an inspection by him, to be bo _ constructed as to prevent the access of flies to the excrement deposited therein; and shall, be bo construted as to permit the proper and easy paces and removing of receptacles 20 inches in height and 20 inches In diameter, and shall be located so SB to be easily accessible to the scavanger. 3. That all horse stables and chicken houses shall be cleaned out In said city at least once a week, and nnv norann falling tn an [')pan Raid stables and chicken houses shall be fined $5.00. 4. No person shall deposit any ho. man excrement within said city ox cept in a privy for which a permit has been issued or in a closet connected with a public sewer. 5. It 6hal| be the duty of the Sanitary Inspector to inspect every privy in said city once each week. 6. Any person firm of corporation violating the provisions of this act shall be guilty of a misdemeanor, and subject to a fine of not less than $5, or more than $50. It shall be the duty of property holders to furnish privies as above. THE ORDINANCE. The following ordinance covering the second method is short and concise. No attempt is made to cover de- , tails, as they are best worked ou^ to " suit local conditions: An ordinance providing for the cleaning of closets or privies within tho corporate limits of the City of Washington, and keeping the same in good and sanitary condition: Section 1. Be it ordained by the Mayor and Board of Aldermen of the City of Washington, that the cleaning of closets or privies within the corporate limits of the City of Washington. shall be done exclusively by the Sanitary Department of the said city, and that it shall be unlawful for any private person to do this work. Sec. 2. Be it further ordained that the said closets or privies shall be properly cleaned and disinfected by said Sanitary Department, and the exrrementE from aaid closets or privies shall be removed in sealed barrels, or other covered recepticals, by said department and deposited or disr>rtMf>r! e\t at nurh nlarp and In anrh raaaer as shall be dictated by the Sanltarv Inspector and approved by the Mayor and Board of Aldermen. Sec. 3. Be it further ordaimed that the following fine or charge shall be made upon the owner or occupant of each premises wherein < closet or privy Is maintained and used, which fine or charge shall cov1 er the expense of said department for tuch work to-wlt: For cleaning each closet or privy of a private family 75 cents per quirtcr i..' advance. ' For cleaning each closet or privy ' of a hotel or business house or board1 Ing house. $1.50 per quarter in advance. Be it further ordained that any person or persona exercising the privilege of maintaining said closets or privies who shall refuse to pay the fee or charge in the manner ' herein set out In this ordinance, shall be guilty of a misdemeanor and upon conviction thereof, be lined no more than $10. Sec. 6. Be it farther ordained that any and all ordinances or parta of ordinances in conflict with the provisions herein, be, and. the same are, ! hereby repealed: and for good cause f .
