Public Laws of North Carolina, Session 1913, P?ge 227, reads as follows: "This Act provides that the Board of Connty Commissioners may appoint one or more banks or trust companies to act as the fiscal agents of the county, provided they shall act without compensation other than such as they may receive by virtue of having the county funds on deposit with them." The act further provides that the County Commissioners shall before abolishing the office of Treasurer pass a resolution to that effect at least sixty days before any primary or convention is held for the purpose of ndmlnatlng a County Treasurer.
